BUDGET AMENDHENTS
The Harnett County Board of Commissioners met in regular session on
Monday, October 19, 1992, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina, with the following
members present: Beatrice Bailey Hill, Walt Titchener, Bill Shaw,
Mack Reid Hudson, and Chairman Lloyd G. Stewart presiding. Others
present were Dallas H. Pope, County Manager; W. Glenn Johnson, County
Attorney; Vanessa W. Young, Finance Officer and Clerk to the Board;
and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7 p.m. and
Commissioner Hudson offered the invocation.
Dallas H. Pope, County Manager, briefed the Board on public hearing
agenda items and the large number of citizens present not being able
to fit into the building.
Commissioner Shaw moved that agenda items involving zoning in Harnett
County be deleted from the agenda due to the oversize crowd making it
impossible to hold public hearings. The motion also included deletion
of consideration of request from Mr. Sol Kozma to address the Board.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
Commissioner Titchener moved that the item on the agenda concerning
Circle A Club property tax be deleted from the agenda. Commissioner
Hill seconded the motion and it passed with a unanimous vote.
Upon motion made by Commissioner Shaw and seconded by Commissioner
Hudson, the Board voted unanimously to approve the following items
from the Consent Agenda:

Chairman Stewart called to order a public hearing on proposed zoning
change application for George Womble, from Commercial Zoning District
to RA-20M zoning District, Neill's Creek Township, Hwy. 421,
approximately 1.68 acres. George Jackson, Planning Director,
presented the application and briefed the group that the purpose of
the public hearing was to obtain comments from the public concerning
the zoning change application. Chairman Stewart opened the meeting
for public comments. No comments were offered and Chairman Stewart
closed the public hearing. Mr. Jackson presented the application for
consideration by the Board. The Planning Board recommended approval
of the zoning change request. Commissioner Titchener moved that the
zoning change request for George Womble be approved. Commissioner
Shaw seconded the ~otion and it passed with a unanimous vote.
Chairman Stewart called to order a public hearing on proposed
amendment to the ordinance establishing the procedure for the naming
or renaming of private roads in Harnett County. George Jackson,
Planning Director, presented the proposed amendment and briefed the
group that the purpose of the public hearing was to obtain comments
from the public concerning the proposed amendment. Chairman Stewart
opened the meeting for public comments. No comments were offered and
Chairman Stewart closed the public hearing. Mr. Jackson presented the
amendment for consideration by the Board. Commissioner Hill moved for
adoption of the ordinance amendment. Commissioner Shaw seconded the
motion and it passed with a unanimous vote. The ordinance amendment
is copied in full in the Harnett County Ordinance Book 1, page 392.
Dallas H. Pope, County Manager, briefed the Board on the current
county road sign situation and presented a proposed county road sign
maintenance program. After discussion, the Board requested that
contract proposals be requested to provide the services designated in
the proposed county road sign program.
Dallas H. Pope, County Manager, presented for the Board's
consideration a resolution which designates the release of the Harnett
County share of funds under the designated legislative session item to
the Mid-Carolina Council of Governments. Commissioner Hudson moved
for adoption of the resolution. Commissioner Shaw seconded the motion
and it passed with a unanimous vote. The resolution is copied in full
at the end of thesa minutes as attachment 1.
Commissioner Hill moved to approve a grant of $200 which is to be
provided to the O'Berry Center to provide $25 each for the eight
profoundly and severely mentally retarded individuals from Harnett
County who reside at the O'Berry Center. Commissioner Hudson seconded
the motion and it passed with a unanimous vote.
Reports for the month of september were filed with the Board from the
Health Department, Planning Department, Fire Marshal's Office, Solid
Waste Recycling, Social Services, and Budget Amendments that increased
Fund Balance. The Tax Attorney's Report and the Report of
Intra-Departmental Budget Amendments for the month of September were

filed with the Board and are copied in full at the end of these
minutes as attachments 2 and 3.
Commissioner Hill moved that the Board go into executive session to
discuss personnel, contract, and legal items involving the County.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
Commissioner Titchener moved that the Board come out of executive
session. Commissioner Hill seconded the motion and it passed with a
unanimous vote.
Commissioner Titchener moved for approval of Commissioner Shaw's
request to be excused from the meeting. Commissioner Hill seconded
the motion and it passed with a unanimous vote.
Commissioner Titchener moved to cancel a contract agreement, effective
November 1, 1992, between the County of Harnett and Lee-Harnett Area
Mental Health, Developmental Disabilities and Substance Abuse
Authority dated September 8, 1992, involving transportation services,
due to funding shortfall as presented by the Lee-Harnett Area Mental
Health. Transportation services will continue to be provided and
funded by the County of Harnett at the same level as is currently
being provided. Commissioner Hudson seconded the motion and it passed
with a unanimous vote.
Ruth Carr, President, Harnett County Chapter, N.C. Social Services
Association, presented a request for permission for the local chapter
of N.C.S.S.A. to use the County parking lot located at the Ragsdale
facility on November 14, 1992, for a yard and bake sale. Commissioner
Titchener moved for approval of the request. Commissioner Hill
seconded the motion and it passed with a unanimous vote.
Commissioner Hudson moved that the three new School Liaison position
titles be changed from Deputy I, School Liaison with a classification
of 63 to Deputy, School Liaison with a classification of 63, with
positions to be considered as special classifications with pay to be
set in the classification range based on individual qualifications.
Commissioner Stewart seconded the motion and it passed with the
following vote: Ayes 3, Noes 1, Absent 1.
Commissioner Hudson moved that the proposed project to study possible
reuse of scrap tires for septic tank drain line use be terminated and
that the agencies involved be notified of the County's termination of
participation in the project. Commissioner Hill seconded the motion
and it passed with a unanimous vote. .
There being no further business, the Harnett County Board of
Commissioners' regular meeting, October 19, 1992, duly adjourned at
10:50 p.m.

RESOLUTION
THAT WHEREAS, in North Carolina the Lead Regional Organizations,
as voluntary organizations serving municipal and county governments,
have established pro~u~tive working relationships with the cities and
counties across this state; and
WHEREAS, many counties and cities,need assistance in pursuing
economic and community development opportunities, but federal
assistance in the form of intergovernmental revenues has been severely
curtailed in recent years; and
WHEREAS, the 1992 General Assembly recognized this need through
the appropriation of $864,270 to help the Lead Regional Organizations
assist local governments with grant applications, economic
development, community development, and to support local industrial
development activities and other activities as deemed appropriate by
their local governments; and

WHEREAS, these funds are not intended to be used for payment of
member dues or assessments to a Lead Regional organization or to
supplant funds appropriated by the member governments; and
WHEREAS, in the event that a request is not made by the County of
Harnett for release of these funds to our Regional Council, the
available funds will revert to the state's General Fund; and
WHEREAS, in Mid-Carolina, funds in the amount of $48,015 will be
used for assisting member. governments with small business and economic
development, community development, and other activities as deemed
appropriate by member governments of Mid-Carolina Council of
Governments.
NOW, THEREFORE, BE IT RESOLVED, that the Harnett County Board of
Commissioners requests the release of its share of these funds,
$8889.94, to Mid-Carolina Council of Governments at the earliest
possible time in accordance with the provisions of Chapter 900, House
Bill 1340, Section 180 of the 1992 Session Laws.
