HomeMy WebLinkAbout12271990 .i9 I HARNETT COUNTY BOARD OF COMHISSIONERS SPECIAL MEETING, DECEMBER 27, 1990 The Harnett County aoard of Commissioners met in special session on Monday, December 17, 1990, in the County Office Building, Lillington, North Carolina, with the following members present: Mack Reid Hudson, Bill Shaw, Walt Titchener, Beatrice Bailey Hill, arid Chairman Lloyd G. Stewart presiding. Others present were Tony Wilder, Assistant to the County Manager, Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 2:00 p.m. Commissioner Hill offered the invocation. Chairman Stewart stated that the purpose of the special meeting was for the Board to discuss changes, improvements, and managing of the County's solid waste container sites, but that no action will be taken today by the Board. RESOLUTION PRE- Mr. Frank Stump, Town Manager of Lillington, requested permission to SENTED BY TOWN address the Board. Chairman Stewart granted Mr. stump's request and OF LILLWGTON Mr. Stump presented to the Board a resolution adopted by the Town of Lillington's Board that addresses the Town's position concerning solid waste for the new County Board members' consideration and reconsideration by the other members. The resolution is copied in full at the end of these minutes as Attachement 1. Commissioner Shaw stated that what will be discussed today in executive session is a contract to manage current container sites and also to discuss recycling for Harnett County. Mr. Shaw stated that the County sees the need to man the current container sites and will be discussing that today. Commissioner Hudson stated that the Board wants to improve the appearance of the current container sites. EXECUTIVE SESSION Commissioner Hudson made a motion that the Board go into executive session to discuss a contract and requested that Jerry Blanchard, Solid Waste Director, be present in the executive session. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Titchener made a motion that the Board come out of executive session. Commissioner Hill seconded the motion and it passed with a unanimous vote.
