HARNETT COUNTY BOARD OF COMHISSIONERS SPECIAL MEETING, JULY 13, 1992
The Harnett County Board of Commissioners met in special session on
Monday, July 13, 1992, in the Library Conference Room, Harnett County
Library, Lillington, North Carolina, with the following members
present: Beatrice Bailey Hill, Walt Titchener, Bill Shaw, Mack Reid
Hudson, and Chairman Lloyd G. Stewart presiding. Others present were
Dallas H. Pope, County Manager; Vanessa W. Young, Finance Officer and
Clerk to the Board; and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7 p.m. and
Commissioner Hudson offered the invocation.
Dallas H. Pope, County Manager, briefed the group that the purpose of
the special meeting is to review Crains Creek, Spout Springs,
Benhaven, Summerville, Buies Creek, and Flatwoods fire and rescue
districts' operational requirements for F.Y. 92-93, and to consider
proposed resolution concerning State Land Records Grant.
Charles H. Gatchel, representing Spout Springs Fire District, briefed
the Board concerning operational requirements of Spout Springs Fire
District for F. Y. 92-93. Commissioner Shaw moved that the F.Y. 92-93
County Budget Ordinance be amended for the Spout Springs Fire District
tax rate which deletes the established tax rate of 9~ and establishes
a new tax rate of 10!~ for the Spout Springs Fire District for F.Y.
92-93. Commissioner Titchener seconded the motion and it passed with
a unanimous vote.
David Brown, representing Flatwoods Fire Department, briefed the Board
concerning request from the Flatwoods Fire Department for approval by
the Board of Commissioners for the fire department to purchase two
fire trucks. Commissioner Titchener moved that the Chairman of the
Board of Directors of Flatwoods Community Fire Department, Inc., be
authorized to conduct the public hearing required of volunteer fire
departments by the Technical Corrections Bill (HR 4333) passed by
Congress in October, 1988, after advertisement as required by law, and
that the completion of such public hearing and compliance with the
prerequisites therefor be communicated to the Harnett County Board of
Commissioners so that further action may be considered with respect to
the request for approval of the acquisition of additional equipment by
such department. Commissioner Shaw seconded the motion and it passed
with a unanimous vote.
Wayne Thomas, representing Benhaven Fire District, briefed the Board
concerning operational requirements of Benhaven Fire District for F.Y.
92-93. Commissioner Titchener moved that the F.Y. 92-93 County Budget
Ordinance be amended for the Benhaven Fire District tax rate which
deletes the established tax rate of 7~ and establishes a new tax rate
of 8~ for the Benhaven Fire District for F.Y. 92-93. Commissioner
Shaw seconded the motion and it passed with a unanimous vote.
Kenneth Stewart, representing Buies Creek Fire District, briefed the
Board concerning operational requirements of Buies Creek Fire District
for F.Y. 92-93. Commissioner Hudson moved that the F.Y. 92-93 County
Budget Ordinance be amended for the Buies Creek Fire District tax rate
which deletes the established tax rate of 9~ and establishes a new tax
rate of 10~ for the Buies Creek Fire District for F.Y. 92-93.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
W. T. Simmons, representing Summerville Fire District, briefed the
Board concerning operational requirements of Summerville Fire District
for F.Y. 92-93. Commissioner Shaw moved that the F.Y. 92-93 County
Budget Ordinance be amended for the Summerville Fire District tax rate
which deletes the established tax rate of 4~ and establishes a new tax
rate of 6~ for the Summerville Fire District for F.Y. 92-93.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
Commissioner Titchener moved that a tax rate be established for the
new Crains Creek Fire District by amending the County F.Y. 92-93
Budget Ordinance thereby establishing a tax rate of 10~ for Crains
Creek for F.Y. 92-93. Commissioner Hill seconded the motion and it
passed with a unanimous vote.

ADJOURNMENT
ATTACHMENT 1.
Dallas H. Pope, County Manager, presented a proposed resolution
concerning Harnett County application for matching funds and technical
assistance under the North Carolina Land Records Management Program.
Commissioner Hill moved for adoption of the resolution. Commissioner
Hudson seconded the motion and it passed with a unanimous vote. The
resolution is copied in full at the end of these minutes as Attachment
1.
There being no further business, the special Board of Commissioners
meeting July 13, 1992, duly adjourned at 9:20 p.m.

RESOLUTION
BE IT RESOLVED, that on the 13th day of July
1992, the Harnett County Board of Commissioners hereby
approves the Harnett County application for matching funds
and technical assistance under the North Carolina Land
Records Management Program (LRMP), under the provisions of
N.C.G.S. 102-15 through 17; and
BE IT FURTHER RESOLVED, that:
1. The application for grant assistance for F.Y. 92-93
be in the amount of $300,000.
2. Harnett County has the necessary funds in its
General Fund for F.Y. 92-93 to match the grant
amount awarded under the LRMP and will assign said
funds to the project upon notice of the award.
3. Harnett County Government shares a willingness to
participate in the LRMP and will comply with all
applicable laws and regulations.
