The Harnett County Board of Commissioners met in special session on
Monday, June 29, 1992, in the Commissioners' Meeting Room, County
Office Building, Lillington, North Carolina, with the following
members present: Beatrice Bailey Hill, Walt Titchener, Mack Reid
Hudson, Bill Shaw, and Chairman Lloyd G. Stewart presiding. Others
present were Dallas H. Pope, County Manager; W. Glenn Johnson, County
Attorney; Vanessa W. Young, Finance Officer and Clerk to the Board;
and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7 p.m. and
Commissioner Hill led the invocation.
Chairman Stewart called on Dallas H. Pope, County Manager, who
explained that the purpose of the special meeting was to conduct a
public hearing on proposed repeal of existing Harnett County Zoning
Ordinance and a public hearing on proposed Harnett County Zoning
Ordinance having county-wide application.
Approximately 450 citizens were in attendance and 156 signed up to
speak at the public hearings.
Commissioner Titchener made a motion that the meeting be moved to
the Superior Courtroom at the Courthouse due to the size of the crowd.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
Chairman Stewart recessed the meeting to reconvene in the Superior
Courtroom.
At 7:50 p.m., Chairman Stewart reconvened the special meeting in the
Superior Courtroom at the Courthouse and called to order a public
hearing concerning proposed repeal of existing Harnett County Zoning
Ordinance.
Due to the size of the crowd making it impossible to hold the public
hearing in the Superior Courtroom, Commissioner Hudson moved that the
public hearing be closed. Commissioner Shaw seconded the motion and
it passed with a unanimous vote.
Chairman Stewart called to order a public hearing concerning a
proposed Harnett County Zoning Ordinance having county-wide
application.
Due to the size of the crowd making it impossible to hold the public
hearing in the Superior Courtroom, Commissioner Hudson moved that the
public hearing be closed. Commissioner Shaw seconded the motion and
it passed with a unanimous vote.
Chairman Stewart called on W. Glenn Johnson, County Attorney, who
announced to the group that the Board of Commissioners, in order to
ensure that each individual wishing to speak concerning the published
Harnett County Zoning Ordinance public hearings has a fair and equal
opportunity to speak, is postponing the public hearings until a future
date which will be announced and that the date, time, and place will
be advertised in the local paper.
There being no further business, the Harnett County Board of
Commissioners special meeting, June 29, 1992, duly adjourned at 8:30
p.m.
