04281992 I 621 HARNETT COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING, APRIL 28, 1992 BUDGET AMENDMENT PUBLIC UTILITIES RESOLUTION AWARDING CONTRACT FOR BROOK- FIELD RETIREMENT WASTEWATER PROJECT ADJOURNMENT ATTACHMENT 1, The Harnett County Board of Commissioners met in special session on Tuesday, April 28, 1992, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina, with the following members present: Beatrice Bailey Hill, Bill Shaw, Mack Reid Hudson, and Chairman Lloyd G. Stewart, presiding. Commissioner Walt Titchener was absent. Others present were Dallas H. Pope, County Manager; John M. Phelps, II, Public Utilities Attorney; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 12:00 noon. Commissioner Hill moved for adoption of the following for Public Utilities (Brookfield Retirement Home): Code 77-9023-001 Construction-Brookfield 77-9023-020 Legal & Administration- Brookfield 77-9023-080 Contingency-Brookfield Revenue: 77-3601-000 Contributions 77-3970-000 Transfer from Gen. Fund Commissioner Shaw seconded the motion and it passed vote. budget amendment 14,921. increase 500. increase 3,500. decrease 10,857. increase 1,064. increase with a unanimous John M. Phelps, Public Utilities Attorney, presented for the Board's consideration a resolution awarding contract for Brookfield Retirement Wastewater Project. Commissioner Shaw moved for adoption of the resolution. Commissioner Hill seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes as Attachment 1. There being no further business, the Harnett County Board of Commissioners special meeting, April 28, 1992, duly adjourned at 12:15 p.m. .,t' Vanessa 'LJ. ' Sec. Resolution Awarding Contract (Brookfield Retirement Wastewater Project) THAT WHEREAS, the Board of Commissioners of the County of Harnett (hereinafter sometimes referred to as the "Board") by resolution adopted at its meeting on March 16, 1992 authorized the advertisement for bids for a contract to install a wastewater collector to furnish sewerage utility services to a retirement facility to be operated by Brookfield Retirement, Inc.; and WHEREAS, pursuant to such authorization, Advertisements for Bids for the contract described were duly published and otherwise advertised as required by law, with the bid opening held on April 9, 1992; and WHEREAS, at the time and date, and place designated therefor, three bids for the contract were received and publicly opened and read aloud, the results of said opening being as follows: Bidder Total Bid Hawley Construction $61,921. 00 $72,172.33 Bill's Backhoe Service Ray Johnson Construction Co. Inc. $85,917.51; and 622 WHEREAS, the Board has now received from Marziano & Minier, the engineers for the Project, the Discussion of Bids which has recommended award of the contract to the lowest responsible bidder I which has presented a legally sufficient bid based on acceptance of the proposal that will result in the best pricing available to the County; and WHEREAS, the Board considers it in the best interest of the County of Harnett to proceed with acceptance of the lowest contract proposal, to award said contract and to make provisions for execution of such documents as are required related thereto. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Harnett that: Section 1. The contract for the construction and installation of a wastewater collector to provide sewerage services to Brookfield Retirement, Inc. shall be and is hereby awarded to Hawley Construction for the total bid amount of $61,921.00, subject to adjustment as provided in the Contra~t Documents. Section 2. The appropriate representatives of the County of Harnett are directed to prepare and otherwise provide Contract Documents for execution. Section 3. Upon review and approval of said Contract Documents by the Harnett County Public Utilities Attorney, the Chairman of and Clerk to the Board of Commissioners are hereby authorized and directed to execute the same for and in behalf of the County of Harnett. Section 4. The Harnett County' Manager is authorized to execute a Notice of Award and such other documentation as is necessary to commence work on the contract.
