HARNETT COUNTY BOARD OF CO~~1ISSIONERS SPECIAL MEETING, DECEMBER 20, 1991
The Harnett County Board of Commissioners met in special session on 1
Friday, December 20, 1991, in the Conference Room, Harnett County
Library, Lillington, North Carolina, with the following members
present: Mack Reid Hudson, Bill Shaw, Walt Titchener, Beatrice Bailey
Hill, and Chairman Lloyd G. Stewart presiding. Others present were
Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney;
Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S.
Blanchard, Recording Secretary. ~

Chairman Stewart called the meeting to order at 10' a.m. and
Commissioner Hill gave the invocation.
Dallas H. Pope, County Manager briefed the group that the purpose of

Services involving professional services and special services (foster

SOCIAL SERVICES RE: e.:-.':: sx;.::"c..::"~:e-:. '.:.::'5.'(. 'i:.~:3 :::';,..~i:l<; was naeded for attorney fees, birth
REQUESTED BCDGET certificates, and psychoiogicals for child abuse and neglect cases;
AMENDMENT and also to supplement foster care homes who are caring for children
who have special medical needS. Jane Smith, Child Protective Services
Supervisor, briefed the Board on process concerning child abuse and
neglect cases. Legal requirements of directed programs were discussed
by Judge William Christian; Glenn Johnson, County Attorney; and
Marshall Woodall, Social Services Attorney.
BUDGET AMENDMENT Commissioner Hill moved for approval of the following budget amendment
APPROVED for Social Servic.es:
Code 10-7700-004 Professional Services $20,000. increase
10-7710-064 Special Services -
Foster Care 3,000. increase
Revenue: 10-3990-000 Fund Balance Appropriated 23,000. increase
Corrmissione= Titchener seconded the motion and it passed with a
