Others present were Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart cailed the meeting to order at 7 p.m. and Commissioner Titche~er led the grol1p in the pledge to the flag and i;lvocati.on. Commissioner Hill seconded the motlon and it passed with a unanimous vote. Pope, County Manager presented a request from the Tax AMENDMENT DENIED Department for a budget amendment to transfer funds from contracted services line item to travel and meetings line item to provide funding for employee of the Land Records Department to attend GIS school involving new technology that is required for Tax Mapping procedures. Commissioner Shaw moved for approval for the employee to attend the school but that it be funded out of existing travel and meetings line item. Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissione= Titc~ener made a motion to hold agenda item regarding presentation from the Social Services Department concerning budget amendment involving professional services and special services (foster care) until a meeting at a later date. Commissioner Hill seconded the motion and it passed with a unanimous vote. Cha~rman Stewart called to order a public hearing on application for JOHNNY L. TAYLOR zonlng change for Johnny L. Taylor, from Commercial Zoning District to RA-30 ~oning District, Upper Little River Township, SR 1274, approxlmately 54.0 acres. Chairman Stewart opened the meet1ng for public comments. No comments were offered and Chairman Stewart closed the public hearin~. Commissioner Hill moved for approval of the zoning change request for Johnny L.Taylor. Commissioner Shaw seconded the motion and it passed with a unanimous vote. ROAD NAME CHANGE Chairman Stewart called to order a public hearing on application for APPLICATIONS road renaming for Jesse ~lphin, SR 1788, Averasboro Township, current name: Altman Road, requested name: Alphin Road. George Jackson, JESSE ALPHIN Planning Director, presented the application and briefed the group that the purpose of the public hearing was to obtain comments from the ~u~lic concerning the road renaming application. Chairman Stewart opene~ the meeting for public comments. No comments were offered and ~~airman Stewart closed the public hearing. Mr. Jackson presented the appiica~ion for consideration by the Board. The Planning Board recommended approval of the road r~naming request. Commissioner Hudson made a motion that the road renaming request for Jesse Alphin be approved. Commissioner Shaw seconded the motion and it passed with a unanimous vote. ELIZABETH MORRISON' Chairman Stewart called to order a public hearing on application for road renaming for Elizabeth Morrison, SR 1876, Grove Township, current name: Slocomb Road, re~uested name: Scramble Road. George Jackson, Planning Director, pres nted the application and briefed the group that the purpose of the public hearing was to obtain comments from the public concerning the road renaming application. Chairman Stewart opened the meeting for public comments. No comments were offered and Chairman Stewart closed the public hearing. Mr. Jackson presented the application for considelation by the Board. The Planning Board recommended approval of the road renaming request. Commissioner Hudson made a motion that the road renaming request for Elizabeth Morrison be approved. Commissioner Hill seconded the motion and it ~assed wit~ a unanimous vote. ~ai las :-!. ::o:?e, COU:lty ~:anager, briefed the Board on correspondence CORRESPONDENCE RE: =ecei7e~ fro~ the ~.C. [Iepartment of Transportation concerning SR SR 1809 1809. ~~e County had ferwarded a petition and request for paving to DOT due to :alumerous comI>laints received from citizens because of stones on the road puncturing tires. Mr. Pope read the letter from DOT to the Board which ~tated that SR 1809 has a priority rating of 82 and that the road will ot be paved in the near future due to the number of roads ahead 0 SR 1809 on the priority list. The letter also stated that indivi uals who incur damage as a result of stones on the road may file a tort claim against the State to seek reimbursement. Dallas H. Pope, County ~anager, presented for the Board's AMENDMENT TO COUNTY consideration a proposed amendment to the Harnett County Personnel PERSONNEL ORDINANCE Ordinance concerning outside employment. W. Glenn Johnson, County Attorney, suggested an ddition to the proposed amendment. Commissioner Hudson mov d for adoption of the amendment to the ersonnel Ordinance wit addition as suggested by the county attorney. ommissioner Shaw secon ed the motion and it passed with a unanimous ote. INTERNSHIP PROGRAM Commissioner Titchener moved that Harnett County participate with Campbell University in an internship program involving public PLANNING DEPARTMENT & administration and that the Planning Department accept an intern CAMPBELL UNIVERSITY student for the period January through May, 1992, with the intern to be provided $200 during this period of time to help defray transportation and other, costs. Commissioner Hill seconded the motion and it passed with a unanimous vote. EUGENE WALL APPOINTED Commissioner Titchener made a motion to appoint Mr. Eugene Wall, Carolina Telephone Company, to the Planning Board to replace Mr. Ray TO PLANNING BOARD Daniels for a 3-year term which will expire 12-31-94. ORDINANCE AMENDING AN ORDINANCE ENTITLED PERSONNEL ORDINANCE FOR HARNETT COUNTY, NORTH CAROLINA ADOPTED JULY 18, 1998 . WHEREAS, the Harnett County Board of Commissioners adopted an ordinance on July 18, 1988, entitled "PeX'sonnel Ordinance for Harnett County, North Carolina"~ and WHEREAS, this Board is of the opinion that the amendment ~e~ forth below 1s necessary to the clear and efficle:::t l~o~1d.jlg of the ordinance. NOW, ~~EREFORE, BE IT ORDAINED that Article V, Conditions of Employment, Section 4, outside Employm~nt be amend~d by adding the below item to Article V, Section 4. "No full time employee may engage in any activity for which he or she receives any compensation or anything of value, either directly or indirectly, by, through or from the County except by virture of such full time county employment without the written authorization of the County Manager obtained in advance." HARNETT COUNTY I NORTH CAROLINA RESOLUTION THAT WHEREAS, Mr. Ray Daniels was appointed to the Harnett County Planning Board on June 28, 1982; and WHEREAS, Mr. Ray Daniels served as Chairman of the Planning Board from 1989-1991; and WHEREAS, during Mr. Daniels nine and one half years of service he has exhibited conscientious leadership, and a unending dedication to the progress and welfare of Harnett County; and WHEREAS, Mr. Daniels has provided an excellent example for other Board members and the citizens of Ha~nett County; and WHEREAS, his dedication and contributions have been greatly appreciated by the Harnett County Board of Commissioners as well as the entire County; NOW THEREFORE, Be it resolved by the Harnett County Board of Commissioners that, Ray Daniels is hereby commended for his hard work and sacrifice as the Chairman and as a Board Member of the Harnett County Planning Board, that the Harnett County Board of Commissioners recognize the invaluable and immeasurable service provided by Mr. Daniels.
