Minutes of Special Meeting
(Budget Workshop)
May 14, 2004
The Harnett County Board of Commissioners met in special session Friday, May 14,
2004, in the Personnel Department Conference Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present:
Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present:
Neil Emory, County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 12:00 and led the invocation.
Mr. Emory led a review and discussion of the proposed FY 2004-05 Harnett County
Budget in a work session format.
Chairman Byrd noted that Herb Hincks, Chairman, Lee County Board of
Commissioners, has requested a meeting of representatives of Lee County Board of
Commissioners, Harnett County Board of Commissioners and Lee-Harnett Mental
Health Board of Directors, prior to meeting with Sandhills Mental Health Authority
regarding the future of providing mental health care to citizens. Chairman Byrd will
contact Mr. Hincks to let him know that Mr. Emory and Bill Cowen, Lee County
Manager, will plan the initial meeting.
There being no further business, the special meeting May 14, 2004, adjourned at 2:00
p.m. The next budget work session is tentatively scheduled for Tuesday, May 18,
2004, at 9:00 a.m. in the Personnel Department conference room.
