08021991 350 HARNETT COUNTY BOARD OF CO~lISSIONERS REGULAR MEETING, AUGUST 5, 1991 The Harnett County Board of Commissioners met in regular session on Monday, August 5, 1991, in the County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Walt Titchener, Beatrice Bailey Hill, and Chairman Lloyd G. Stewart presiding. Commissioner Mack Reid Hudson was absent. Others present were Dallas H. Pope, County Manager; W. Glenn Johnson, County ~ttorney; Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 9:00 a.m. and Commissioner Shaw gave the invocation. ~ommissioner Hill moved that the minutes from the regular meeting July ~2, 1991, and the special meeting July 29, 1991, be approved. Commissioner Shaw seconded the motion and it passed w:,th a unanimous vote. VOLUNTEER AWARDS 1)311as H. Pope, County Manager, recognized the following recipients of Volunteer Awards given by the National Associatior. of Cou~ties: 1- Evelyn Byrd 6. Joseph A. Lee 2. Avis Hall 7. Elaine Marshall 3. Chairman Stewart presented to the recipients, the certificate honoring each volunteer recognized in a special presentation of "County Points of Light" demonstrating that s~rvice to mankind begins with service to your local community. kay Stone, Highway maintenance Engineer, North Carolina Department of r.:'=ansportation, briefed the Boa~d on current DOT activities. PLANNING BOARD beorge Jackson, Planning Director~ presented for the Board's BYLAWS REVISED consideration, proposed revised Planning Board bylaws and provided comments and answered questions cOTIcerning the proposed revised bylaws. Commissioner Shaw moved for adoption of the revised bylaws ~or the Planning Board. Commissioner Hill seconded the motion and it '.=lssed with a unanimous vote. 1980 TAXES BARRED OFF :".:>bby Wicker, Tax Administrator, requested the Board to bar off uucollected 1980 taxes. Commissioner Shaw moved that the uncollected ~~80 taxes be barred. Chairman Stewart seconded the motion and the :o:lowing vote was recorded: Ayes: 2, Noes: 2, Absent: 1. Commissioner Hill seconded the motion and it passed with a unanimous vote. ELECTRIC~L SUPPORT Dallas H. Pope, County Manager, presented for the Board's FOR LILLINGTON'S consideration a request from the Lillington Area Chamber of Commerce FALL FESTIVAL for electrical support during their upcoming Fall Festival scheduled APPROVED for September 28, 1991. Commissioner Titchener made a motion to approve the request from the Lillington Area Chamber of Commerce. Commissioner Hill seconded the motion and it passed with a unanimous vote. REPORTS The following reports for .the month of July were filed with the Board: Veterans Service, Emergency Medical Service, Data Processing Department, and Tax Department. Intra Departmental Budget Amendments report was filed with the Board and is copied at the end of these . mi,utes as Attachment 1. NORTH CAROLINA, RESOLUTION ACCEPTING BID OF ONE NEW HARNETT COUNTY. 1991 FORD TYPE II <VAN) AMBULANCE THAT WHEREAS. the County of Harnett haa heretofore solicited bids in connection with a New 1991 Ford Type II <Van) Ambulance to be acquired for use by the Harnett County Eaergency Medical Services Department: and WHEREAS. said bids were solicited pursusnt to the General Statutes of the State of North Carolina and all bid solicitation requirements have been cOJllplied with: and WHEREAS, bids were received by the County of Harnett in response to such solicitation of bids: and WHEREAS, said bids were delivered to the Harnett County Commissioners ROOII, 201 Eaat Front Street, Lillington, N.C.. on .July 31, 1991 at 10:00 a.... where they were opened, read aloud, and evaluated: and WHEREAS, the County of Harnett has determined that First Response, Inc. , 4788 Highway 42, Ellenwood, Georgia has submitted the lowest bid which .eets the bid requireMents and that First Response. Inc. is the lowest responsible bidder, taking into consideration quality, performance and other requirements specified by the bid solicitation process conducted by the County of Harnett: and WHEREAS, the Harnett County Board of Commissioners, meeting in regular session on August 5, 1991 has reviewed the proposals submitted by all bidders and has concluded that the contract to provide One New 1991 Ford Type II <Van) Ambulance for the above referenced County Department should be awarded to First Responae, Inc. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of COMlliasioners, upon motion duly made, seconded and adopted, that the bid of First Response, Inc. in the a.ount of THIRTY THREE THOUSAND. EIGHT HUNDRED DOLLARS ($33,800.00) to provide a New 1991 Ford Type II (Van) A.bulance shall be and salle is hereby accepted, the contract for such shall be awarded by the County of Harnett to First Response, Inc, and the appropriate officials of the County of Harnett shall be and they are hereby directed to notify First Response, Inc. of the acceptance of its bid and execute any appropriate contracts in connection therewith.
