The Harnett County Board of Commissioners met Wednesday, May 5, 2004, in Room
229, Department of Social Services Building, 311 West Cornelius Harnett Boulevard,
Lillington, North Carolina. The purpose of the meeting was to discuss current
legislative issues with legislators who represent Harnett County. .~

Chairman Byrd called the meeting to order at 8:30 a.m. and Commissioner McNeill
led the invocation.
Jim Dougherty and Jason Epley, NC Department of Commerce, Division of
Community Assistance, gave an overview of the Joint Land Use Plan.
Mr. Emory led a discussion of current issues affecting Harnett County. The most
critical issues discussed included:
Joint Land Use Plan
Tier System
School Funding
Transportation
Impact Fees
Mental Health
Unfunded Mandates
Smart Start
There being no further business, the Harnett County Board of Commissioners
special meeting with legislators, May 5, 2004 adjourned at 10:00 a.m.
