040204w 222 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) April 2, 2004 The Harnett County Board of Commissioners met in special session on Friday, April 2, 2004, in the County Manager's Office, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Chairman Teddy J. Byrd was absent due to military obligations. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Vice Chairman Hill called the meeting to order at 11 :30 a.m. The Board members, Mr. Emory and Mr. Wilder discussed the following items in a workshop format: 1. Mental Health reform and options possibly available to Harnett County for partnering, including Sandhills, Cumberland County and East Point. It was noted that Lee County commissioners voted 4 to 3 to go with Sandhills. 2. Harnett Production Enterprises - Mr. Emory noted that in discussions with Johnston County regarding partnering, that there is a concern with the number of ADAPT clients (low producers) currently in the Harnett Production Enterprise Program in Harnett County. Mr. Emory stated that the County needs to find alternatives for these clients and discuss the alternatives with family members of the clients. Mr. Emory also noted that the clients who are currently assigned to the Shawtown CCCC facility (while the HPE building is being repaired) are very satisfied at that location. 3. FY 2004-2005 Harnett County Budget. 4. Job Links 5. Proposed new Agriculture Building project update 6. Possible use of Maple Grove School facility property for Head Start Program 7. Meeting scheduled with Lillington officials to discuss its proposed extra-territorial jurisdiction. 8. Report by Commissioner McNeill and Mr. Emory on meeting with Picerne, contractor for Fort Bragg extension in Harnett County.
