032604s HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting March 26, 2004 The Harnett County Board of Commissioners met in special session on March 26, 2004, in the Cooperative Extension Lab, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Chainnan Teddy J. Byrd was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Vanessa W. Young, Finance Officer Others present: Hiram Marziano, Engineer, Marziano & Minier, Rodney Tart, Director, Public Utilities Steve Ward, Assistant Director, Public Utilities Glenn McFadden, Public Utilities George Jackson, Director, Planning & Inspections Vice Chairman Hill called the meeting to order at 8:00 a.m. and called on Rodney Tart and Steve Ward to provide an update on Public Utilities projects. In other business, Mr. Emory led a discussion on mental health reform issues. After discussion by the Board, the following motions were adopted: Commissioner McNeill moved, seconded by'Commissioner Titchener, to request that the Lee-Harnett Mental Health Authority Board pursue negotiations with Sandhills Mental Health Authority in regards to the merger of Lee-Harnett Mental Health and Sandhills Mental Health and that the Lee-Harnett Mental Health Authority is requested to respond by April 2, 2004, to the Harnett County Board of Commissioners. The motion was adopted unanimously. Commissioner Titchener moved, seconded by Commissioner Andrews, to appoint Commissioner McNeill to join Commissioner Titchener as representatives of the Board of Commissioners during any discussions or negotiations by ~e Lee-Harnett Mental Health Authority Board or its executive committee regarding a possible merger with Sandhills Mental Health.
