011604r 143 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Board Retreat January 16, 2004 The Harnett County Board of Commissioners met in special session for a retreat on January 16, 2004, in the Town of Angier's Board Meeting Room, at Raleigh Street, Angier, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Chairman Teddy J. Byrd was absent due to military obligations in Iraq. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Paula Stewart, MIS Director Lee Anne Nance, Economic Development Director George Jackson, Planning Director Joseph Jeffries, Chief Planner Steve Ward, Public Utilities Assistant Director Gary Pope, Emergency Management Director Guests: Jolmson Tilghman, Chairman, Harnett Fonvard Together Committee Wiley Pope, Chairman, Planning Board Jason Epley, Department of Commerce Vice Chairman Hill called the meeting to order at 8:00 a.m. and Commissioner McN eill offered the invocation. Mr. Emory provided an overview of the day's agenda. J olmson Tilghman, discussed economic development activity in the County including plans for enhancement of industrial parks. Lee Anne Nance explained that economic development involves cooperation of many County departments. Mr. Emory led a discussion on the following budget items: 1. Current budget status (2003-2004) 2. Looking ahead to 2004-2005 budget needs 3. Capital needs and redistricting for Harnett County Schools Tony Wilder reported on the Harnett County Airport improvement schedule. Mr. Emory noted that staffhas been meeting to discuss long term options for jail needs and are considering recommending a study. Wiley Pope introduced a presentation by the Planning staff on current and future plans including development of a unified ordinance document. Presentations were made by Jason Epley, George Jackson, and Joseph Jeffries. Gary Pope and Mr. Emory led a discussion on fITe service districts and the possibility of cleaning up overlaps. Charles Barefoot reported that the County now has responsibility for investigating rescue unit/personnel complaints that the State used to handle. 144 Mr. Emory briefly reported on the following items: 1. Legislative districts 2. Hunting bills and need for delegation to follow-up 3. Need to ask delegation to repeal law regarding family members and subdivision of land. Harnett is the only County that has this law. 4. Challenge of acquiring appointments to various boards and committees.
