102805w HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) October 28, 2005 The Harnett County Board of Commissioners met in special session on Friday, October 28, 2005, in the conference room, Human Resources Department, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Jennifer Slusser, Staff Attorney Kay S. Blanchard, Clerk to the Board Rodney Tart, Director, Public Utilities Gary Pope, Director, Emergency Services Guests present: Senator Harris Blake Lee Settle Chairman Byrd called the meeting to order at 11:30 a.m. and led the invocation. Rodney Tart made a presentation regarding proposed construction of South Regional Wastewater Treatment Facility. Mr. Tart noted that there is an urgent need to obtain as much funding as feasible from outside sources such as the Clean Water Management Trust Fund for the early construction of the proposed wastewater treatment plant to serve the South Central Water & Sewer District of Harnett County and the Little River area. Senator Blake stated that he supports the project and encouraged the County to stay focused on Regionalization. He commended Harnett County on its vision for the future regarding water and sewer services. Gary Pope and Jennifer Slusser made a presentation on a proposal to change Fire Protection Service Districts from 5 miles to 6 miles for insurance purposes. The Board will consider the matter at its regular meeting on November 7, 2005. Mr. Emory led a discussion on the following items: 1. Veteran’s Day activities 2. Proposed security at the Courthouse 3. Representatives from Harnett County Schools will attend the Board’s work session on November 4, 2005.
