Minutes of Special Meeting (work session)
September 9, 2005
The Harnett County Board of Commissioners met in special session on Friday,
September 9, 2005, in the County Manager’s Office, Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Chairman Teddy J. Byrd was absent.
Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
Vice Chairman Hill called the meeting to order at 3:00 p.m.
Commissioner Andrews moved to appoint Ted Honeycutt to serve on the Nominating
Committee, joining three other members appointed September 6, 2005 to represent the
County. Commissioner McNeill seconded the motion and it passed unanimously. The
Nominating Committee will recommend individuals to the Board of Commissioners
for its consideration of appointees to the Harnett Health System Board.
Commissioner McNeill moved to approve the budget amendment noted below.
Commissioner Titchener seconded the motion and it passed unanimously.
87 Agriculture/Animal Control Project (Fund 370 – “CP0501”)
Code 370-8301-465.45-37 Construction Services-Cabling System 74,400. increase
370-8301-465.45-80 Contingency 74,400. decrease
Mr. Emory recommended that the Board remove any designation of capital outlay
funds in regards to the Sheriff’s Department. Commissioner McNeill moved to
approve Mr. Emory’s recommendation, the Sheriff’s Department capital outlay funds
will be used at the Sheriff’s discretion. Commissioner Andrews seconded the motion
and it passed unanimously.
There being no further business, Commissioner McNeill moved to adjourn.
Commissioner Titchener seconded the motion and it passed unanimously. The special
meeting, September 9, 2005, adjourned at 3:20 p.m.
