CALL TO ORDER AND INVOCATION
Mayor Elmore opened the meeting at 5:00 p.m. and Council Member Gaulden gave the invocation.
Afterwards,Council Member McLean led in the Pledge of Allegiance.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Council Member Turnage and second by Mayor Pro Tem Bradham to adopt the August 15, 2023
meeting agenda as presented with the following change:Add Consideration to purchase real property known
as Mary Fann Heirs Property. Motion unanimously approved.
ITEMS FOR DISCUSSION AND/OR DECISION
USDA Funding Approval
Finance Director McNallan reported that a public hearing for input for loans through the Community
Development program of the United States Department of Agriculture (USDA) is required pertaining to
loans/grants.The City of Dunn is requesting funding to purchase four police vehicles,a Public Works tandem
dump truck,and a Public Works Ford F-550 truck. All of these were included in last fiscal year's budget but
the delivery of vehicles and equipment have been delayed. A combination of low interest loan proceeds and
USDA grant funds will fund the $167,000 in police vehicles and the $316,000 in Public Works vehicles. The
interest rate and grant amounts are to be determined by the USDA once the closing date draws closer. The
estimated principal and interest payments for the police vehicles is $37,250 for five years, and the public
works vehicles is$52,150 for seven years.

Mayor Elmore opened the Public Hearing at 5:06 p.m.With no comments,the Public Hearing was closed.
Motion by Council Member Sills and second by Council Member McLean to approve allowing the Mayor and
City staff to finalize the loans and grants with the USDA for the FY23 police and public works vehicles.Motion
unanimously approved.
Purchase of Real Property
City Attorney Pope reported on the sale of real property known as the Mary Fann Heirs Property,which is on
adjacent block to City Hall.The sale was due to a tax foreclosure and the City was the high bidder at$12,350.
The City will receive a portion of those funds back that were the taxes due the City.
Motion by Council Member Tart and second by Council Member Turnage to approve the purchase of the Mary
Fann Heirs Property for the cost of$12,350 plus closing cost.Motion unanimously approved.
With no further business to discuss,motion by Mayor Pro Tem Bradham and second by Council Member Sills
to adjourn the meeting at 5:10 p.m. Motion unanimously approved.
