BACKGROUND: Current rate schedule with only extra trash receptacle: The current additional receptacle rates are: Garbage.... $17.20 Proposed Rate $18.00 Recycle.... $3.85 $4.00 Yard Debris $3.20 $4.00 BUDGET IMPACT: Negligible increase in revenue to adopt the Change to the FY 2022-2023 Fee Schedule as presented. I4'i OF DUNN f• 0P € H CAROLH1A City Council Agenda Ite Meeting Date: June 29, 2022 Budget Amendments Jim Roberts/Finance I Budget Amendments N/A PURPOSE: The attached budget amendments are provided to correct approved spending in both the General Fund and the Water Sewer Fund. Major expenditure items such as water tank maintenance, chemicals, materials and meters, Infiltration and collection repairs increased during the year after the budgeting process. Capital outlay items have been adjusted within the funds across department lines. Within the General Fund, we need to increase the Rooms -To -Go (RTG) economic incentive line due to increases in actual taxes received and the increase cost of paving and resurfacing for the major project undertaken this year exceeded our initial estimates. BACKGROUND: When the budget was approved in June of 2021, estimates were used for numerous areas across both the Water Sewer Fund and the General Fund. The areas in the Water Sewer Fund that have been affected due to major increases in actual costs include: meters and materials, repairs to the infiltration and collection system, Department of Environmental Quality penalties, software replacements, chemicals, maintenance and equipment repair, and contracted services. The General Fund pays RTG 80% of their taxes back, and due to increased taxes received, the City did not have enough budgeted to cover our required funding. The paving project of Bay and Watauga was more expensive than expected, so we need to increase the budget to cover the expenses. Funds are available in our Powell Bill account to cover this expense. Capital outlay items for vehicles and equipment were slowed due to a lag in deliveries and this carried over from the 2021 year into the 2022 year. We will have the funds to pay for these through USDA funding when all vehicles have been received. These will carry over into 2023 as well but we need to increase the budget to cover the current amount expended in 2022. BUDGET IMPACT: We will increase the insurance proceeds line to cover vehicle repairs for Police ($6,000). We will use General Fund, Fund Balance to cover the increases in Rooms -To -Go incentive and the paving and resurfacing project ($55,000). There will be in increase in installment financing to cover the capital outlay in the General Fund ($194,000). Water Sewer funds will be transferred between departments to cover equipment repairs, chemicals, contract services, and dues and subscription lines. Capital outlay items will be adjusted using other capital outlay lines within the Water Sewer Fund. All other Water Sewer Expenses will be covered from engineering line items where funds are available due to engineering expenses being allowed to be paid out of project costs. No funds will be expensed from the Water Sewer fund balance. RECOMMENDED Motion to approve the attached budget amendments providing funding MOTIONIACTION adjustments for the 2022 budget year.
