Minutes of Special Meeting (work session)
February 17, 2006
The Harnett County Board of Commissioners met in special session on Friday, February
17, 2006, in the conference room, Human Resources Department, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Guest: Johnson Tilghman, Chairman, Harnett Forward Together

Chairman Byrd called the meeting to order at 11:30 a.m.
Commissioner Hill moved that the Board go into closed session for the purpose of
instructing the county staff on negotiations concerning the acquisition of real property, in
accordance with Gen. Sta. 143-318.11(a)(5). Commissioner Andrews seconded the
motion and it passed unanimously.
Commissioner Titchener moved for the Board to come out of closed session.
Commissioner Hill seconded the motion and it passed unanimously.
The Board heard a presentation on Harnett County Technology - Past, Present and
Future. Making the presentation were Paula Stewart, Director, Information Technology
Department, Ira Hall, Information System Engineer, Clint Williams, E-911 Coordinator,
and Karen Moore, GIS Manager,
There being no further business, the work session adjourned at 1:30 p.m.
