PURPOSE:
To adopt a resolution allowing the City of Dunn to apply for and accept loans and grants from the USDA for
the purchase of police vehicles, equipment, and service trucks.
The required Public Hearing was held at the June 8, 2021 Council Meeting.
`SPECIAL NOTE: At the time of distribution, the paperwork was not finalized by the USDA. Once the
resolution is finalized, it will be distributed to Council for approval at the meeting. If it is not received by
the June 24 meeting, Council will need Table the Decision until a later meeting.
BACKGROUND: This includes all equipment and vehicles planned for in the 2020/2021 budget year for
police and water sewer departments. There are four vehicles for police made up of two administrative
vehicles, one animal control truck, and one patrol vehicle. The total cost for these vehicles is $149,200. The
vehicles and equipment for the Water/Sewer department are comprised of 4 trucks including two-2 wheel
drive trucks and two-four wheel drive trucks, a four wheel drive utility tractor with loader, buckets, blades and
a rotary cutter, and a Bobcat track loader with forestry kit and disc mulcher. The total cost of this purchase is
$244,500.
BUDGET IMPACT: Repayment funding is included in the 2021/2022 budget with first debt payments
beginning in the 2022 year,
RECOMMENDATION/ACTION REQUESTED: Motion to approve the Resolution to accept the loans and
potential grants from the USDA to purchase the police vehicles and equipment and vehicles for the
Water/Sewer department.

PURPOSE: To amend the budget, providing funds to complete the budget year covering unexpected
expenses since the last budget (2020/2021) was approved.
BACKGROUND: Budget Amendments in excess of $5,000 across departments require City Council
approval. These budget amendments amount to approximately $148,000 across the General Fund and
$12,000 in the Water & Sewer Fund. These expenses incurred include $42,000 for fuel due to
unexpected price increases, Salary and Wages, $36,000 increases due to retirement payouts, $10,000 in
tipping fees due to demolitions beyond expected expenses, $12,000 for cell phone usage, Postal rate
increases, Vehicle maintenance and repairs, extra expenses related to lawn care and landscaping, and
actual salary expenses related to PAL supervision, and one extra principal payment originally left out of
the budgeting process due to timing of the loan. These total to the $159,700.
BUDGET IMPACT: We will use the funds from Fund Balance in both the Water & Sewer Fund and the
General Fund. We anticipate these funds being replaced in the coming year due to solid sales tax
revenue and Ad -Valorem taxes paid.
RECOMMENDATION/ACTION REQUESTED:
Motion to approve the Budget Amendments providing funding to cover the expenditures across the
departments for the year 2020/2021.

PURPOSE:
To authorize the Mayor, City Manager Neuschafer, and Finance Director Roberts to move forward with the
prepayment of three loans for equipment and vehicles. This prepayment will allow the city to save some
interest payments and open funding next year by paying off these loans this year.
BACKGROUND:
The City has loans that total $80,373.16 that are scheduled to be paid in full over the next two years. This
amount is made up of three loans, one for equipment from 2015 and one from 2016 both with the USDA. The
third loan was from First Citizens Bank (FCB) for the purchase of a Limb Truck in 2016. The amount of
interest that will be saved is approximately $7,560. The interest rate on these three loans varies from 2.12%
by FCB to 3.125% and 3.375% by the USDA.
BUDGET IMPACT:
We will pay these loans using fund balance in our current budget. This total amount of $80,373.16 payoff will
reduce the budgeted amount to be spent in the 2021-2022 budget by $75,730 and reduce the payoff in the
2022-2023 budget by $25,729.
RECOMMENDATION/ACTION REQUESTED:
Motion to approve the resolution and budget amendment authorizing the City to move forward with the payoff
of three loans in the General Fund.

A RESOLUTION BY THE CITY OF DUNN
AGREEING TO PREPAY LOANS FROM THE USDA AND FIRST CITIZENS BANK
WHEREAS, the governing body of the City of Dunn desires to proceed with prepaying loans for
equipment and vehicles through the USDA and First Citizens Bank; and
WHEREAS, this action will save the city in excess of $7,500 in interest; and
WHEREAS, this action will open funds over the next two years to allow the city to proceed with
other funding priorities; and
WHEREAS, the governing body of the City of Dunn authorizes the Mayor and the City Manager to
sign all documents relating to the loans.
THEREFORE BE IT RESOLVED this Resolution will become part of the official minutes of the
City Council meeting held on June 24, 2021.

PURPOSE:
The Property owners have requested that the City of Dunn have zoning jurisdiction for all of their property as
outlined in the attachment. This request will be sent to the Harnett County Board of Commissioners for their
agreement. Once the agreement has been approved by the County, the City's planning rules will apply for this
entire property instead of just a portion.
BACKGROUND:
This is the process outlined in the new 160D legislation which is quoted in the attached memo

RE: Resolution from the City of Dunn Requesting Extension of Development Rights with the
County of Harnett
The purpose of this memorandum is to request consideration and approval of a resolution requesting
extension of the City of Dunn's Development Rights, per § 160D-203 split jurisdiction. There are four
parcels that are split between the City of Dunn's ETJ jurisdiction and the County of Harnett's
jurisdiction and one completely in Harnett County's jurisdiction. In addition, these parcels are indicated
in the City of Dunn's Future Land Use Map. The property owner has requested and given written
consent to assign exclusive planning and development regulation jurisdiction for the parcels to the City
of Dunn. The attached resolution lists the properties and a map for reference.
§ 160D-203. Split jurisdiction.
If a parcel of land lies within the planning and development regulation jurisdiction of more than one
local government, for the purposes of this Chapter, the local governments may, by mutual agreement
pursuant to Article 20 of Chapter 160A of the General Statutes and with the written consent of the
landowner, assign exclusive planning and development regulation jurisdiction under this Chapter for
the entire parcel to any one of those local governments. Such a mutual agreement shall only be
applicable to development regulations and shall not affect taxation or other nonregulatory matters.
The mutual agreement shall be evidenced by a resolution formally adopted by each governing board
and recorded with the register of deeds in the county where the property is located within 14 days of

RESOLUTION FROM THE CITY OF DUNN
REQUESTING EXTENSION OF DEVELOPMENT RIGHTS
WITH THE COUNTY OF HARNETT
WHEREAS, the North Carolina General Assembly has provided in Chapter 160D-203 of the
North Carolina General Statutes a process for local governments to mutually agree on applicable
development regulations if a parcel of land lies within the planning and development jurisdiction
of more than one local government; and
WHEREAS, the requested area is designated by the City of Dunn Land Use Plan as Single -Family
Dwelling and Agricultural District; and
WHEREAS, the City of Dunn's Land Use Plan includes comprehensive planning documents for
Land use, Transportation, Bike and Pedestrian Facilities, infrastructure and utilities that include
this ETJ area; and
WHEREAS, any future development within this area will likely be designed as other existing
developments within the City; and
WHEREAS, the City of Dunn has made progress in annexing and supplying municipal services
throughout its' existing ETJ; and
WHEREAS, the area designated for transfer of development rights is in large part within the
City's ETJ;
THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn requests, per §
160D-203, that the County of Harnett designate to the City of Dunn planning and development
jurisdiction for the area shown on the attached map and more specifically, the applicable parcels
