033007w HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting and Work Session March 30, 2007 The Harnett County Board of Commissioners met in special session on Friday, March 30, 2007, in the Commissioners Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Tim McNeill Gary House Commissioner Dan B. Andrews was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Guest: Johnson Tilghman, Chairman, Harnett Forward Together Committee Mr. Tilghman presented two documents for consideration by the Board. Both documents pertain to the refinancing of the Harnett Forward Together Committee Building in Erwin, NC, formerly known as the Swift Denim Weave Facility. Mr. Tilghman summarized the documents stating that if Harnett Forward Together Committee defaults on the loan, the County will have an opportunity to buy the property. Commissioner McNeill moved to adopt the resolution authorizing the execution and delivery of a memorandum of agreement with the Harnett Forward Together Committee. Vice Chairman Hill seconded the motion and it passed 4 to 0. (Attachment 1) Mr. Emory noted that buildings in the former Shawtown School complex, owned by Head Start and houses the Food Pantry and the Senior Center, are in need of repair. Mr. Wilder made a presentation regarding a proposed Harnett County Antique Farm Equipment project. The proposal includes a building near the Agriculture Center to house the museum. The land could be used for demonstrations and it would tie in with the Agriculture Center programs. There being no further business, Commissioner McNeill moved to adjourn. Vice Chairman Hill seconded the motion and it passed unanimously.
