Minutes of Board Retreat
January 19-20, 2007
The Harnett County Board of Commissioners met in special session for the purpose of a
retreat on Friday and Saturday, January 19-20, 2007, at the Grand Sheraton New Bern,
New Bern, North Carolina.

Friday, January 19, 2007
Chairman Byrd called the meeting to order at 9:00 a.m. and offered the invocation.
Mr. Emory provided an overview of the day’s agenda.
Representatives of Harnett County Schools, Donna McNeill, School Board Chairman,
Dan Honeycutt, School Superintendent, and Phil Ferrell, Assistant Superintendent, made
presentations regarding the School System’s current budget, capital needs and
redistricting.
Jerry Blanchard, General Services Director, discussed the requirement for the facility at
the Anderson Creek Landfill to be updated.
Lee Anne Nance, Economic Development Director and Johnson Tilghman, Chairman,
Harnett Forward Together Committee, gave an update on Economic Development efforts
in the County.
Alice Powell, Parks & Recreation Director, discussed the Recreation Master Plan for
Harnett County.
Mr. Emory gave an update on the Harnett County Detention Center project.
Joseph Jeffries, Planning Director, and Mark Locklear, Manager of Planning Services,
discussed the County’s Land Use Plan, Subdivision Ordinance and a proposed Junkyard
Ordinance.
Rodney Tart, Public Utilities Director, Steve Ward, Assistant Director, and Hiram
Marziano, Marziano & Minier Engineers, discussed water and sewer rates and water and
sewer projects.
Saturday, January 20, 2007
Mr. Emory and the Board discussed the County’s financial position, the budget status of
FY 2006-2007, and the upcoming budget process for FY 2007-2008.

There being no further business the Harnett County Board of Commissioners retreat
