110606m Harnett County Board of Commissioners Minutes of Regular Meeting November 6, 2006 The Harnett County Board of Commissioners met in regular session on Monday, November 6, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as presented with the following changes: add to consent agenda: 2 budget amendments, and delete from the consent agenda, item J – hangar lease with Godwin Manufacturing. Inc. Commissioner Titchener seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Vice Chairman Hill, the Board unanimously approved the following items on the consent agenda: 1. Mutual Aid Agreement with Womack Army Medical Center, Fort Bragg, NC. The agreement will be reviewed on an annual basis and may be revised at anytime by mutual consent of all parties. 6. Engineering Services Agreement with Marziano & Minier, PA. in the amount of $387,000 for Chatham County Water Transmission Project. Harnett County approved Water Supply Capacity and Water Purchase agreements with Chatham County on October 18, 2006. The agreements detail the basis for the project. 7. Project Ordinance for the Chatham County Water Transmission Project (Attachment 3) 8. Change order for Park Construction Contract A1 of the Harnett/Fuquay Wastewater Project in the amount of $100,485.64. 9. Change order for Park Construction Contract A2 of the Harnett/Fuquay Wastewater Project in the amount of $745,688.97. 10. Project Ordinance for Harnett Regional Jetport Project (Attachment 4) 11. Department of Social Services Work First Plan for 2007-2009 12. Resolution approving the lease/purchase agreement for Zoll monitors to be used by the Emergency Medical Services Department (Attachment 5) 13. Department on Aging Provider Services Summary as amended to reflect a funding increase of $58,525.00 for FY 2006-07. The revised total Federal and State Home & Community Care Block Grant funding for FY 2006-07 is $596,774.00. Informal comments regarding concerns for the Harnett Health System proposed hospital project were voiced by Ed McCormick, Louise Taylor, Dr. Bruce Blackmon, Dean Crowell, Michelle Langdon, Mary B. Johnson, Dr. Diane Jones, and Lewis Bell. Commissioner McNeill moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Mid-Carolina Workforce Development Board Randy McLean for a 2-year term to expire 11-30-08 nominated by Commissioner Titchener Harnett County Juvenile Crime Prevention Council Jon Powell and David Whittenton for 2-year terms to expire 11-30-08 nominated by Commissioner Andrews Michelle Thompson, CPA, Partner, Cherry, Bekaert & Holland, Certified Public Accountants, presented the Report of Independent Certified Public Accountants on Harnett County Financial Statements for Fiscal Year ended June 30, 2006. Ms. Thompson stated that generally accepted auditing standards require that the auditor provide an opinion on whether the basic financial statements are presented fairly. Harnett County received an unqualified or “clean opinion”. This is the highest level of assurance that a certified public accountant can give. The staff of the Finance Office is to be commended for its assistance in completing the audit and preparing the comprehensive annual financial report. Neil Emory, County Manager, stated that a new Memorandum of Understanding between North Carolina Cooperative Extension and counties has been developed and provides for a uniform payroll system. The Board is asked to adopt the agreement and to choose whether to include current Cooperative Extension employees in the initial implementation or to defer this portion of the changes until a vacancy occurs. Commissioner McNeill moved to approve the MOU and to choose to defer the changes for Harnett County Cooperative Extension employees until a vacancy occurs. Commissioner Andrews seconded the motion and it passed unanimously. Mr. Emory reported on the Harnett County Board of Education Capital Program. He stated that lottery proceeds are now available for school construction. Commissioner Andrews moved to authorize staff to develop a financial package to provide construction of Overhills Elementary School, Angier Elementary School, and the addition of a gym at Coats Elementary School. Commissioner Andrews added to his motion an understanding that construction of Angier Elementary School be started as soon as plans are completed. Chairman Byrd seconded the motion and it passed unanimously. Departmental reports were filed with the Board by the Planning Department, Veterans Service, and changes in Fund Balance from the Finance Department. (Attachment 6) Commissioner Titchener moved to adopt a resolution to change the place of regular Board of Commissioners meetings from the courthouse back to the Commissioners Meeting Room in the County Administration Building located at 102 East Front Street, Lillington. Commissioner McNeill seconded the motion and it passed unanimously. (Attachment 7) Commissioner McNeill moved for the Board to go into closed session for consultation with and instructions to the County Staff concerning the position to be taken on behalf of the County in negotiating the acquisition of real property by purchase in accordance with N. C. General Statute 143-318.11(a)(5). Commissioner Titchener seconded the motion and it passed unanimously. Commissioner McNeill moved to come out of closed session. Commissioner Andrews seconded the motion and it passed unanimously. There being no further business, Commissioner Titchener moved to adjourn. Commissioner McNeill seconded the motion and it passed unanimously.
