080706m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting August 7, 2006 The Harnett County Board of Commissioners met in regular session on Monday, August 7, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the following changes: remove item regarding request for new position in Human Resources; and add an item to consent – Planning Fee Schedule Addendum. Commissioner McNeill seconded the motion and it passed unanimously. Upon motion of Commissioner McNeill and seconded by Commissioner Titchener, the Board unanimously approved the following items on the consent agenda: 1. Tax refunds and releases (Attachment 1) 4. Authorization for Public Utilities to use the sole source purchase method for two purchases of software from Sungard HTE. The approved purchases are for Click 2 Gov Internet Software, which allows customers access to their utility accounts; and POS Software, which allows customers to pay their bill online. Total cost of this software is $33,750.00 and was approved as part of the capital outlay portion of the budget. 5. Reclassification of position in the Finance Department: Change from Finance Specialist, Grade 64, to Accountant, Grade 69 6. Reclassification of position in the Soil & Water Department: Change from Resource Conservationist, Grade 68, to District Resource Conservationist, Grade 71. This position will be recognized as Department Director. 7. Authorization to change Cooperative Extension position, Harnett County Child Care Resource and Referral – part time, temporary Parent/Provider Technician, to permanent, full time Parent/Provider Specialist position. This is contingent upon final verification by the County Manager and Finance Officer. 8. Resolutions authorizing Joseph Jeffries, Planning Director, to sign Community Development Block Grant (CDBG) documents. The resolutions are required by the Division of Community Assistance. The grants are for Concentrated Needs Category and Scattered Site Housing Category. (Attachment 2) 9. Contract with Omega Investment Company for installation of dry sewer lines as well as septic tanks in the initial phase of the Westerfield Subdivision off of Ray Road in the Anderson Creek area. Omega is incurring this extra expense in light of the County’s South Central Wastewater project which will eventually provide them with access to public sewer at their subdivision. 10. Authorized waiver of solid waste fees for a recent clean-up project at Dunn National Guard Armory facility. This is a one-time waiver and will only apply to charges related to this project. 11. Authorized the Sheriff’s Department to accept a Governor’s Highway Safety Program Grant in the amount of $42,997.00 to continue funding of two Traffic Deputy positions. The grant will provide funds for 50% of the salaries for the positions. This approval is contingent upon final verification by the County Manager. 12. Increase of rent amount the County pays to Flatwoods Fire Department for space to house an Emergency Medical Service (EMS) unit. The rent rate increased from $960.00 to $1,500.00 per month. 13. Budget adjustment for Anderson Creek Emergency Services – The budget approved on June 5, 2006, listed the purchase of a Pumper/Tanker Fire Truck for $300,000.00. The Board of Directors has chosen to purchase a HME Stainless Steel Custom Pumper/Tanker for $340,000.00, and will require an additional $40,000.00 for this purchase. 14. Fee schedule addendum to update the Planning & Inspections Department fee schedule that was adopted June 5, 2006. There are no increases in the fees. (Attachment 3) In the informal comments portion of the meeting, the citizens listed below, all from Chalybeate Springs, expressed concerns with an industrial development project in their neighborhood: Tina Medlin, Cathy Moore, Mr. Moore, Michael Holme, Natalie Holme, Bob Smith, Earl Stevens, and William D. Smith. Commissioner McNeill moved for the appointments listed below. Commissioner Titchener seconded the motion and it passed unanimously. Adult Care Home Community Advisory Committee Elizabeth Murchison reappointed for a 3-year term to expire 8/31/09 nominated by Chairman Byrd Harnett County Council for Women Trinnette L. Nichols appointed for a 3-year term to expire 8/31/09 nominated by Commissioner McNeill Sandhills Center of MHDDSAS Commissioner Tim McNeill reaffirmed as ex officio member to replace Commissioner Walt Titchener. Commissioner McNeill was nominated by Commissioner Titchener. Dangerous Dog Committee Jesse Wayne Parrish reappointed for a 3-year term to expire 9/30/09 nominated by Commissioner McNeill Juvenile Crime Prevention Council Caron Stewart reappointed for a 2-year term to expire 9/30/08 nominated by Commissioner Titchener Harnett County Public Library Board of Trustees Carolyn “Louise” Taylor appointed for a 3-year term to expire 8-31-09 nominated by Commissioner McNeill Linda Hayes, Chairman, Governor’s Crime Control, presented a letter of award of $79,991.00 in grant funds for the Family Pride and Healthy Choices programs. Harnett County was selected through a competitive application process. Mr. Emory noted that due to an increase in expenses to operate the airport, such as fuel and insurance costs, he recommended that fees paid to the fixed base operator by the County be increased. Commissioner Titchener moved to increase the payment to Bass Air Service from $67,000 per year to $100,000 per year. Chairman Byrd seconded the motion and it passed unanimously. Mr. Emory reported to the Board that the Henley-Roberts Senior Center is now up and running in the Shawtown Community. In response to that, it is recommended that $4,000 be appropriated to the organization, which is the same amount received by other senior centers in the County. In addition, staff is pursuing the establishment of a nutrition site there which would require the payment of rent and the hiring of a site manager. Commissioner Titchener moved to appropriate $4,000 for the Henley-Roberts Senior Center and authorized staff to move forward to establish a nutrition site at the center. Commissioner McNeill seconded the motion and it passed unanimously. Mr. Emory noted that Benhaven Emergency Services has requested authorization to purchase a small tract of commercial property adjacent to the Olivia Station to be used for parking. The property is slightly less than an acre with county water and sewer. The purchase price is $45,000.00. Fire and EMS personnel have been parking on this property for years. However, it is no longer available for parking without purchasing it. Commissioner McNeill moved to approve the purchase as requested. Commissioner Titchener seconded the motion and it passed unanimously. Departmental reports were filed with the Board from the Health Department, Veterans Service, Sheriff’s Department, Report of Unpaid Taxes (Attachment 4), and Finance Department (Attachment 5). Mr. Emory reported that 5 bids had been received to provide pest control services. All bids have been examined by Jennifer Slusser, Staff Attorney. Ms. Slusser recommended the contract be awarded to the lowest responsible bidder, Holloman Exterminators, Inc. Commissioner McNeill moved to award the annual service contract for pest control services to Holloman Exterminators, Inc. Commissioner Titchener seconded the motion and it passed unanimously. Commissioner McNeill moved that the Board go into closed session for the following purposes: (a) To consult with the County Attorney regarding the handling or settlement of certain litigation, namely the airport condemnation case of “County of Harnett vs. Glenn Holt Godwin and wife, Rilla B. Godwin and K.R. Hoyle, trustee”, Harnett County File No. 05 CvS 2229. (b) To consult with an attorney employed or retained by the Board in order to preserve the attorney-client privilege and to consider and give instructions to the attorney concerning the handling or settlement of a claim, judicial action mediation, arbitration or administrative procedure. Specifically, the Board shall consider the following matters: “Harnett Health System, Inc., Harnett County, and WakeMed vs. NCDHHS, CON Section, et. al., 06 DHR 0336 Commissioner Titchener seconded the motion and it passed unanimously. This motion was made pursuant to N.C. General Statute 143-318.11(a)(3). Commissioner Titchener moved that the Board come out of closed session. Commissioner McNeill seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved to adjourn.
