Minutes of Special Meeting (work session)
July 14, 2006
The Harnett County Board of Commissioners met in special session on Friday, July 14,
2006, in the conference room, Human Resources Department, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman

Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Staff from Emergency Management Office: Gary Pope, Beverly Williams, Larry Smith
Chairman Byrd called the meeting to order at 11:30 a.m. and offered the invocation.
The Emergency Management staff members gave an overview of the proposed updated
Harnett County Emergency Operations Plan the Board of Commissioners will consider
for adoption at its meeting July 17.
Mr. Pope reviewed a proposed contract for debris removal in case a major disaster
happens in Harnett County. The Board discussed the proposed contract and request for
proposals for disaster management & recovery assistance following a natural or
manmade disaster. Emergency clean-up would be required within 72 hours the event.
Mr. Emory led a discussion on the following items:
- Report of potential financing plans for building of new schools and for the upcoming
jail facility building project
- Plans for renovation of the Commissioners Meeting Room.
- Scheduled mediation for Harnett Health System
- Mental Health issues
There being no further business, the work session adjourned at 1:00 p.m.
