The Harnett County Board of Commissioners met in special session on Tuesday,December 1,
2009, in the Commissioners Meeting Room, County Administrative Building, 102 East Front
Street, Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman

Chairman McNeill called the meeting to order at 10:00 am and led the pledge of allegiance and
invocation.

Commissioner Burgin moved to approve the Change Order# 3 totaling$17,694,047.44 as
presented for TA Loving Company to upgrade WWTP to 10 MGD. Vice Chairman Hill
seconded the motion that passed unanimously.
Following Commissioners Andrews moved to approve Public Utilities staffs recommendation
not to refund the $420,000 to Pierce Development,that staff be allowed to mitigate the project by
not constructing the line on Buffalo Lake Road but constructing a transfer line to close down the
Carolina Lakes wastewater plant. Commissioner Burgin seconded the motion that passed
unanimously.
Commissioners approved the following budget amendment:
128 Water Treatment Plant Project Fund(PU0705)
Code 569-9100-431.45-49 Construction—Public Works Building 202,680 increase
569-9100-431.60-57 Miscellaneous Expense 202,680 decrease
Commissioners Burgin moved to approve a Grant of Easement Transmission regarding Piedmont
Gas' request for a 20 foot(5/100 of an acre) gas line easement on an undeveloped section of the
Rail Trail for$500. Vice Chairman Hill seconded the motion that passed unanimously.
Regarding the McCormick Farms Easement Acquisition, Commissioners Andrews moved to
allow Mrs. Slusser to negotiate the interest down for the delay but can pay up to $1,500. Vice
Chairman Hill seconded the motion which passed unanimously.
Commissioners Andrews moved to approve a Resolution Herein Formerly requesting that the
North Carolina Department of Transportation Review and Consider the Need for a Reduction of
Speed Limit along a Portion of US Highway 401 in Harnett County. The motion was seconded
by Commissioner Burgin and passed unanimously. (Attachment 1)

Commissioner Burgin moved to participate in the BCBS Campaign for free generic prescriptions
for specific conditions this fiscal year. Vice Chairman Hill seconded the motion which passed
unanimously.
Vice Chairman Hill moved to approve the November 16, 2009 Regular Meeting Minutes of the
Harnett County Board of Commissioners. Commissioner Andrews seconded the motion that
passed unanimously.
Commissioner Andrews moved to approve the October 19, 2009 Regular Meeting Minutes of the
Harnett County Board of Commissioners. Vice Chairman Hill seconded the motion that passed
3-2.
Commissioner Andrews moved to approve the September 1, 2009 Regular Meeting Minutes of
the Harnett County Board of Commissioners. Vice Chairman Hill seconded the motion that
passed unanimously.
Commissioners Andrews moved, and Vice Chairman Hill seconded the motion,to request that
the Highway Patrol/Drivers License occupants pay rent for their office space in the County
facility in Lillington.
Commissioner House move to approve $3,750 for the Feasibility Study and space planning for
the probation offices at the old Law Enforcement Building. Commissioner Burgin seconded the
motion that passed unanimously.
Vice Chairman Hill moved to adjourn the meeting. Commissioner Andrews seconded the
motion which passed unanimously.

A RESOLUTION HEREIN FORMERLY REQUESTING
THAT THE NORTH CAROLINA DEPARTMENT OF
TRANSPORTATION REVIEW AND CONSIDER THE NEED
FOR A REDUCTION OF SPEED LIMIT ALONG A PORTION
OF US HIGHWAY 401 IN HARNETT COUNTY
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY,NORTH CAROLINA that a formal request is being made to petition the
North Carolina Department of Transportation to review and consider a reduction of speed limit
from 55 miles per hour to 45 miles per hour along a portion of US Highway 401 in Harnett
County. The portion of US Highway 401 within which the request is being made shall be identified
as following the dedicated right-of-way of the facility from 1,200 feet North of the intersection of
McNeill Hobbs Rd (State Road 2072) and continuing South to the location of the existing 45 miles
per hour speed limit location in the Bunnlevel area of Harnett County. See"Attachment"for a map
of the physical description of the location of the petition area provided herein.
