The Harnett County Board of Commissioners met in special session on Tuesday, October 27,
2009, in the Commissioners Meeting Room, County Administrative Building, 102 East Front
Street, Lillington,North Carolina.

Chairman Timothy B. McNeill called the meeting to order at 9:00 am and led the pledge of
allegiance and invocation.
Commissioners approved the following budget amendments:

Expansion
Mrs. Trinity Faucett, Director of Human Resources,reported that the Board of Social Services
recently adopted an appeal and grievance policy for the employees of the Department of Social
Services. The policy is to be effective November 1, 2009. To ensure that two conflicting
policies are not in effect, Mrs. Faucett noted that an update to the County of Harnett Personnel
Ordinance is in order to reflect an exemption for these employees. Mrs. Faucett said while
making this change she also clarified and revised other points in this portion of the personnel
ordinance. Mrs. Faucett and Mrs. Jennifer Slusser, Staff Attorney,noted that they are reviewing
the entire County of Harnett Personnel Ordinance and would bring a comprehensive revision
back to the commissioners at a later date. Commissioner Andrews moved to adopt the changes
to the County of Harnett Personnel Ordinance as presented. The motion was seconded by
Commissioner Burgin and passed unanimously.
Vice Chairman Hill moved that the Board go into closed session for the purpose of consulting
with County Legal staff in order to preserve the attorney-client privilege and to consider and give
instructions to the attorneys concerning the handling or settlement of a claim. I further move that
Steve Ward and Rodney Tart attend the closed session and at the appropriate time that Doug
Turner,Jimmy Pierce and Joe Godwin attend the closed session. This motion is made pursuant
to NC General Statute 143-318.11(a)(3). Commissioner House seconded the motion that passed
unanimously.
Commissioner Burgin moved that the Board come out of closed session. Commissioner
Andrews seconded the motion that passed unanimously.
Vice Chairman Hill moved to adjourn the meeting. Seconded by Commissioner Andrews,the
meeting was adjourned.
