The Harnett County Board of Commissioners met in special session on Tuesday, July 27, 2010,
in the Commissioners Meeting Room, County Administrative Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B.Hill,Vice-Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder,Deputy County Manager
Dwight W. Snow, County Attorney
Sylvia Blinson,Finance Officer
Gina Wheeler, Clerk
Chairman McNeill called the meeting to order at 9:00 a.m. and led the pledge of allegiance and
invocation.
The following agenda was before the Board:
1. Tax Department: - review of items pulled from last consent agenda
- update on audit process for business personal
property
2. School Projects: - review site selection criteria process and staff
support
3. Planning Staff reports: - Ernst Lane and other NCDOT road project updates
- Municipal services update
4. Public Utilities: - WARN mutual aid program
- water treatment plant expansion engineering
services agreement
5. Legal staff projects: - Ponderosa Road property sale
- Debris removal proposal
- Problem properties program update
- Board Ethic Policy update
6. Economic Development - Community Videos project update
7. Finance Reports
8. County Manager: - Draft agenda review for August 2°d agenda
- Various Project updates
9. Closed Session

Vice Chairman Hill moved that the board go into closed session for the following purposes:
a) To discuss certain personnel matters; and
b) To discuss matters relating to the location or expansion of industries or other businesses
in Harnett County; and
c) To accept information from, and to consider and give instructions to the legal staff
concerning the handling of certain claims.
The motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6),(4)&(3). The
motion was seconded by Commissioner Andrews and passed unanimously.
Vice Chairman Hill moved that the Board come out of closed session. Commissioner Andrews
seconded the motion that passed unanimously.
Commissioner Andrews moved to adjourn the meeting at 12:39 pm. Vice Chairman Hill
seconded the motion that passed unanimously.
