August 13,2010
The Harnett County Board of Commissioners met in regular session on Friday, August 13, 2010,
in the Commissioners Meeting Room, County Administrative Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice-Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder, Deputy County Manager

Chairman McNeill reconvened the meeting at 9:00 am and led the pledge of allegiance and
invocation.
The following agenda enda was before the Board:
1. Reconvene Meeting—Chairman Timothy B.McNeill
2. Receive and Consider Letters of Conditions for USDA Rural Development financing
for school construction projects,Lisa Talley
3. Reconsider bid for Department of Public Utilities chemical services
4. Discuss and consider Harnett County Board of Education's request for transfer of
lottery funds for purpose of hiring classroom teachers due to a mandated reversion
of State Funds. Superintendent Ferrell will also give an update on the school site
land acquisition progress.
5. Designate Voting Delegate to NCACC Annual Conference
6. County Manager's report—Scott T. Sauer, County Manager
• Planning Grant Alternative
• Smoking Restrictions for County Facilities and Grounds
• Statistical Summary for Home School and Private School
Students
• Various Project updates

Vice Chairman Hill moved to approve the Harnett County Board of Education's request to
transfer$500,000 of lottery funds for purpose of hiring classroom teachers due to a mandated
reversion of State Funds. Commissioner Andrews seconded the motion that passed
unanimously.
Commissioner Andrews moved to Designate Chairman Tim McNeill as the Voting Delegate for
Harnett County at the upcoming NCACC Annual Conference. Vice Chairman Hill seconded the
motion that passed unanimously.
Following discussion, Commissioner Andrews moved to use the Planning Grant monies to hire a
consultant to study grY County.s Harnett Coun . Vice Chairman Hill seconded the motion that
passed unanimously.
Commissioner Andrews moved to approve the Resolution 1)Accepting the conditions set forth
in the Letter of Conditions dated August 13, 2010, and Form USDA RD 1942-47, Loan
Resolution and Security Agreement, and 2)Approving as shown on Form RD 442-7 Operating
Budget,the proposed County operating budget for the loan request, and 3)that the Chairman and
Clerk be authorized to execute all forms necessary to obtain a loan from the USDA Rural
Development. Vice Chairman Hill seconded the motion that passed unanimously. (Attachment
1)
Commissioner Andrews moved that the Board go into closed session to discuss certain personnel
matters. This motion is made pursuant to NC General Statute Section 143-318.11(a)(6). Vice
Chairman Hill seconded the motion that passed unanimously
Vice Chairman Hill moved that the Board come out of closed session. Commissioner Andrews
seconded the motion that passed unanimously.
Commissioner Andrews moved to adjourn the meeting at 10:42 am. Vice Chairman Hill
seconded the motion that passed unanimously.

Resolution of the Board of Commissioners of Harnett County, North Carolina
BE IT RESOLVED:
That the Board of Commissioners of Harnett County, NC does hereby
accept theconditions set forth in the Letter of Conditions dated August 13, 2010,
and Form USDA RD 1942-47, Loan Resolution and Security Agreement, and;
That the Board of Commissioners of Harnett County, NC approves as
shown on Form RD 442-7, Operating Budget, the proposed County operating
budget for the loan request; and, .
That the Chairman and Clerk be authorized to execute all forms
necessary to obtain a loan from the USDA Rural Development, including,but not
limited to the following forms;
Form RD 1942-46 Letter of Intent.To.Meet Conditions.
Form RD-NC 1942-47 . Loan Resolution
Form RD 442-7 Operating Budget
Form RD 1940-1 Request for Obligation of Funds

That the Board of Commissioners of Harnett County, NC elects to have
the interest rate charged by RD to be the lower of therate in effect at either the
time of loan approval or loan closing; and,
That if the interest rate charged by RD should be changed between\this
date and the date of actual loan approval, the Chairman and;Clerk be authorized
to execute new forms reflecting the current interest rate and revised payments as
required by USDA Rural Development; and,
That this resolution become a part of the official minutes of the
Board meeting held on August 13, 2010.
