The Harnett County Board of Commissioners met in special session on Tuesday, October 12,
2010,in the Commissioners Meeting Room, County Administrative Building, 102 East Front
Street, Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice-Chairman
Gary House, Commissioner
Jim Burgin, Commissioner
Member absent: Dan B. Andrews, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder,Deputy County Manager
Dwight W. Snow, County Attorney
Sylvia Blinson,Finance Officer
Gina Wheeler, Clerk
Chairman Timothy B. McNeill called the meeting to order at 9:00 am and led the pledge of
allegiance and invocation.
The following agenda was before the Board:
1) Approval and Presentation of Resolution honoring Mt.Pisgah Harnett
Original Free Will Baptist Church
2) South Central WWTP updates and clarifications
3) Accreditation Standards for Public Health,John Rouse
4) Fire District Realignment Project Update
5) Solid Waste Transfer&Disposal Contract Extension
6) Copier Bid Review
7) Financial Officer's Update: EM Billing-hard-ship request
8) County Manager: (a) Agenda review
(b) Various project updates
9) Shawtown Facility Review and Harnett United Police Athletic League

Vice-Chairman Hill moved to approve a resolution honoring Mt. Pisgah Harnett Original Free
Will Baptist Church. Commissioner House seconded the motion which passed unanimously.

Burgin moved to approve Option 1 below for the Fire District Realignment Project, with the
addition to charge areas in white now through departments,insurance, etc.:
Option 1 —Realignment of District Lines
o Take the Chapter 69—Rural Fire Tax Districts to Zero
o Abolish current 153A Fire Service Districts
o Create New Fire Service District per 153A-302, excluding Towns
o Require preparation of reports and direct mail notice to all parcel owners
* District Lines reflect response area and closely reflect original intent of voters
when districts originally established
Commissioner House seconded the motion that passed unanimously.
Commissioner Burgin moved to accept the Solid Waste Transfer& Disposal Contract Extension
with Waste Industries. Vice-Chairman Hill seconded the motion that passed unanimously.

A Resolution to Honor
Mount Pisgah Harnett Original Free Will Baptist Church
; ,
WHEREAS, Mount Pisgah Harnett Original Free Will Baptist Church is celebrating
their Sesquicentennial Anniversary;
,
WHEREAS, Pisgah Harnett Original Free Will Baptist Church presents Mount Pisgah
Day on October 16, 2010 to promote unity, family and peace;
WHEREAS,this church has and continues to be a vital part of our community;
WHEREAS,this church's founding and longevity have noteworthy historical
significance;
WHEREAS,this sesquicentennial anniversary adds to the rich,religious and cultural
history of Harnett County; .
NOW THEREFORE,BE IT RESOLVED that the Harnett County Board of
Commissioners does hereby recognize and commend the Mount Pisgah Harnett Original Free
Will Baptist Church as it celebrates this momentous milestone in its existence;
- BE IT FURTHER RESOLVED that the Board expresses its felicitations to the church
for the continued positive influence and service in.Harnett County.
Adopted this 12th day of October, 2010.
