The Harnett County Board of Commissioners met in special session on Tuesday,November 30,2010,in
the Commissioners Meeting Room,County Administration Building, 102 East Front Street,Lillington,
North Carolina.
Members present: Timothy B.McNeill,Chairman
Beatrice B.Hill,Vice-Chairman
Dan B. Andrews,Commissioner
Gary House,Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer,County Manager
Tony Wilder,Deputy County Manager
Dwight Snow,County Attorney
Sylvia Blinson,Finance Office
Gina Wheeler,Clerk
Chairman Timothy B. McNeill called the meeting to order at 9:00 am and led the pledge of
allegiance and invocation.
The following agenda was before the Board:
1. Veterans Council Project Update-Amy Noel
2. Jail Health Plan- Sheriff Larry Rollins,Jennifer Slusser and John Rouse
3. GIS Mapping—Wake County line discussion—Paula Stewart and Karen Moore
4. Fire District Tax Update,Jennifer Slusser and Gary Pope
5. County Engineer's Report
6. Finance Officer's Report and Audit Review
7. County Manager's Report :-Agenda Review
-Various Project updates
8. Closed Session
9. Discussion/lunch with Renee Elmers
Vice Chairman Hill moved that the Board go in to closed session to discuss (1) certain personnel
matters and(2)to consider and give instructions to the legal staff concerning the handling of
certain claims including but not limited to that current claim entitled the EEOC claim of Trina
Parker Case No. 430-2010-02576. This motion is made pursuant to NC General Statute Section
143-318.11(a)(6)&(3). Commissioner Andrews seconded the motion which passed
unanimously.

Vice Chairman Hill moved that the Board come out of closed session. Commissioner Andrews
seconded the motion that passed unanimously.
Commissioner Andrews moved that the meeting be adjourned at 11:32 am. Vice Chairman Hill
seconded the motion and the meeting was adjourned.
Following the special session, commissioners had lunch and informal discussions with Congress-
Elect Renee Elmers.
