Minutes of Special Session
February 1,2011
The Harnett County Board of Commissioners met in special session on Tuesday, February 1,
2011, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder,Deputy County Manager
Dwight Snow, Staff Attorney
Sylvia Blinson,Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman Timothy B. McNeill called the meeting to order at 9:00 am and led the pledge of
allegiance and invocation.
The following agenda was before the Board:
1) County Engineer updates: (a) 401 improvements
(b) easement proposed by DOT
(c) costs for driveway access points
2) Recent mandated costs/requirements for HARTS,Jerry Blanchard
3) Public Utilities updates: (a) background on the tabled budget amendment
(b) progress on quality control process for all current
projects,including preparing a recommendation for in-
house inspections for construction and a tighter review
of bid specs prior to bidding and change orders
4) Planning Department update
5) Finance— Letter for LGC,pie chart graphs for rev/exp related to the General
Fund
6) County Manager updates
7) Closed Session

Commissioner Burgin moved that the Board go into closed session to discuss and consider
personnel matters. This motion is made pursuant to N.C. General Statute Section 143-
318.11(a)(6). Vice Chairman Hill seconded the motion which passed unanimously.
Commissioner Andrews moved that the Board come out of closed session. Commissioner
House seconded the motion that passed unanimously.
Commissioner Andrews moved to adjourn the meeting at 11:06 am. Vice Chairman Hill
seconded the motion which passed unanimously.
Following adjournment,Vice Chairman Hill asked about visiting nursing homes
