The Harnett County Board of Commissioners met in regular session on Tuesday,May 10, 2011,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder,Deputy County Manager
Dwight Snow, Staff Attorney
Sylvia Blinson, Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman Timothy B. McNeill called the meeting to order at 9:0 am and led the pledge of
allegiance and invocation.
The following agenda was before the Board:
1) Citizen Complaint: Noise ordinance enforcement by Mr.Richard Holmes
2) Parks and Recreation Trust Fund Grant Award for West Park-Carl Davis
3) Communications Committee Report on long range plan for VIPER transition
4) Public Utilities request for approval for final adjusting change order for Triangle
Grading and Paving,Inc.—Steve Ward
5) Update on Fire Lane Road complaint: motorcycle/ATV track—Joseph Jeffries
6) Personnel Ordinance clarification/possible amendment—Trinity Faucett
7) Knuckles Property donation status—Jennifer Slusser
8) County Manager's report
9) Closed Session
Vice Chairman Hill moved that the Board go into closed session to discuss matters relating to
location or expansion of industries or other business in Harnett County. This motion is made

pursuant to N.C. General Statute Section 143-318.11(a)(4). Commissioner Andrews seconded
the motion that passed unanimously.
Commissioner Burgin moved that the Board come out of closed session. Commissioner
Andrews seconded the motion that passed unanimously.
At 11:11 Vice Chairman Hill moved to adjourn the meeting. Commissioner Andrews seconded
the motion that passed unanimously.
