Minutes of Special Session
June 14,2011
The Harnett County Board of Commissioners met in regular session on Tuesday,June 14,2011,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeil, Chairman
Beatrice B.Hill,Vice Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder, Deputy County Manager
Dwight Snow, Staff Attorney
Sylvia Blinson, Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman Timothy B. McNeill called the meeting to order at 9:00 am and led the pledge of
allegiance and invocation.
The following agenda was before the Board:
1. Campbell University's School of Osteopathic Medicine Economic
Impact Study,Dr.Michael Walden and the Executive Cabinet of
Campbell University
2. Planning Services: a) Requests approval to respond to a Request
for Proposal(RFP) released by the NC
Forestry Service. The RFP requests a
maintenance hangar complex and operations
to be located at a compatible airport in this
region culminating in a long-term lease
(approx.30 years)with a local government
entity.
b) Requests approval to apply for NC DOA
State Aid to Airports grants for the amount
of$45,565. There is a required match of
$5,170. This grant will be used for planning
and preliminary engineering for hanger
development.

Commissioner Andrews moved to approve Planning Services' request for approval to respond to
a Request for Proposal (RFP)released by the NC Forestry Service. The RFP requests a
maintenance hangar complex and operations to be located at a compatible airport in this region
culminating in a long-term lease (approx. 30 years)with a local government entity. Vice
Chairman Hill seconded the motion which passed unanimously.
Commissioner Andrews moved to approve Planning Services' request for approval to apply for
NC DOA State Aid to Airports grants for the amount of$45,565. There is a required match of

development. Commissioner House seconded the motion that passed unanimously.
Commissioners and staff continued to discuss the FY 2011-2012 budget including Harnett
County Schools, CCCC budget request,ReEntry of Harnett County, Red Cross, SAFE,bringing
the Airport Fixed Base Operator in-house,DSS, Human Resources, Information Technology and
EMS and fire department budgets.
Commissioner Andrews moved to approve Buies Creek Rural Fire and Rescue Department
Board of Directors request to relocate the"Medic 8"to their department to staff their first-out
ambulance beginning July 1, 2011. Vice Chairman Hill seconded the motion which passed
unanimously.
At 3:49 pm Commissioner Andrews moved to recess the meeting until 8:30 am on Wednesday,
June 15, 2011. The motion was seconded by Vice Chairman Hill and passed unanimously.
Commissioners plan to complete their budget discussions regarding the proposed FY 2011/2012
budget on Wednesday, June 15.
