Minutes of Special Meeting
July 28, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, July 28, 2015,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am. Commissioner McKoy led the pledge
of allegiance and invocation.
Commissioner McKoy moved that the Board go into closed session for the following purposes:
(1) to consult with the County's legal staff in order to preserve the attorney-client
privilege concerning the handling of a certain claim, and to receive a report as part of
certain litigation namely, "County of Harnett verses Randy Rogers", Harnett County
File NO. 12 CVS 890; and
(2) to instruct the County staff concerning the position to be taken by the County in
negotiating the terms of a contract for the acquisition of real property; and
(3) to discuss certain economic development matters.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)(5)&(4).
Commissioner Elmore seconded the motion which passed unanimously.
Commissioner Elmore moved that the Board come out of closed session. Vice Chairman
Springle seconded the motion which passed unanimously.

Mr. Jeffries reviewed the proposed August 3rd Regular Meeting agenda. Mr. Jeffries also
updated the Board regarding proposed improvements to Ernest Lane. Lastly, Mr. Jeffries
Commissioner Elmore moved to adjourn the meeting at 12:19 pm. Commissioner McKoy
seconded the motion which passed unanimously.
