The Harnett County Board of Commissioners met in special session on Tuesday,May 14,2013,in the
Commissioners Meeting Room, County Administration Building, 102 East Front Street,Lillington,North
Carolina.
Members present: Jim Burgin, Chairman
Beatrice B.Hill, Commissioner
Joe Miller,Commissioner
C. Gordon Springle,Commissioner
Member absent: Gary House,Vice Chairman
Staff present: Tommy Burns,County Manager
Joseph Jeffries,Deputy County Manager
Tony Wilder,Deputy County Manager
Dwight Snow,County Attorney
Jennifer Slusser, Staff Attorney
Sylvia Blinson,Finance Officer
Kimberly Honeycutt,Deputy Finance Officer
Margaret Regina Wheeler,Clerk to the Board
Chairman Burgin called the meeting to order at 9:00 am. Commissioner Springle led the pledge
of allegiance and invocation.
The following agenda was before the Board:

> Ruritan's request for land donation
> Budget requests by non-profits

Commissioner Springle moved that the Board go into closed session to 1) discuss certain
personnel matters; and 2)to consider and give instructions to the County's legal counsel/staff
concerning the handling of certain legal claims including but not limited to the following actions:
a) Kent Jeffries, et.al. vs County of Harnett 11 CVS 1187,
b) Stewart vs County of Harnett 10 CVS 1874
c) County of Harnett vs Rogers et.al. 12 CVS 890
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(3).
Commissioner Hill seconded the motion which passed 4- 0.
Commissioner Hill moved that the Board come out of closed session. Commissioner Miller
seconded the motion which passed 4 - 0.
Commissioner Springle moved to adjourn the meeting at 2:45 pm. Commissioner Miller
seconded the motion which passed 4 - 0.
