The Harnett County Board of Commissioners met in special session on Tuesday, October 15,
2013, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington,North Carolina.
Members present: Jim Burgin, Chairman
Beatrice B. Hill, Commissioner
Joe Miller, Commissioner
C. Gordon Springle, Commissioner
Member absent: Gary House, Vice Chairman
Staff present: Tommy Burns, County Manager
Joseph Jeffries,Deputy County Manager
Tony Wilder,Deputy County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt,Interim Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman Burgin called the meeting to order at 9:00 am. Commissioner Hill led the pledge of
allegiance and invocation.
The following agenda was before the Board:
- Capital Funding Analysis,Davenport& Company,Ted Cole and Bob High
-5-10-20 year plan reviews:
-Information Technology,I.T. Director Paula Stewart
-Library,Library Director Patrick Fitzgerald
-Social Service,Director Cindy Milton
-Finance Officers Report
- County Manager's Report
Superintendent Tom Frye was present for the Capital Funding Analysis presentation.
Commissioner Miller moved that the Board go into closed session for the following purposes:
(1) To consult with the County's legal counsel in order to preserve the attorney-client
privilege concerning the handling of the following legal action: "County of Harnett
versus Randy D. Rogers and Gary A. House"Harnett County File No. 12 CVS 890; and

(2)to discuss matters relating to the location or expansion of industries or other
businesses in Harnett County.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)&(4).
Commissioner Springle seconded the motion which passed 4 - 0.
Commissioner Hill moved that the Board come out of closed session. Commissioner.Springle
seconded the motion which passed 4 - 0.
Commissioner Miller moved to adjourn the meeting at 12:24 pm. Commissioner Hill seconded
the motion which passed 4 - 0.
