Minutes of Special Session
April 28, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, April 28, 2015,
in the County Manager's Conference Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.
Members present:
Jim Burgin, Chairman
Abe Elmore, Commissioner
Barbara McKoy, Commissioner
Joe Miller, Commissioner
Member absent: Gordon Springle, Vice Chairman
Staff present:
Joseph Jeffries, County Manager
Paula Stewart, Deputy County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Margaret Regina Wheeler, Clerk
Chairman Burgin called the meeting to order at 9:00 am. Commissioner McKoy led the pledge
of allegiance and invocation.
Commissioners and staff discussed and reviewed the following items on the agenda before
the Board:
➢ 2015/2016 Budget Discussions
➢ Finance Officer's Report:
- March Financials
- EMS Billing Discussion
➢ Commissioner's Reports
➢ County Manager's Report:
- May 4th Regular Meeting Agenda Review
➢ Closed Session
Commissioner McKoy moved that the Board go into closed session to discuss matters relating to
economic development in Harnett County. This motion is made pursuant to N.C. General Statute
Section 143-318.11(a)(4). Commissioner Miller seconded the motion, which passed
unanimously.

Commissioner Elmore moved that the Board come out of closed session. Commissioner McKoy
seconded the motion that passed unanimously.
Commissioner Elmore moved to adjourn the meeting at 12:36 pm. Commissioner Miller
seconded the motion that passed unanimously.
