051615ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session May 26, 2015 The Harnett County Board of Commissioners met in special session on Tuesday, May 26, 2015, in the County Manager's Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman Springle led the pledge of allegiance and invocation. Commissioners and staff discussed and reviewed the following items on the agenda before the Board: ✓ Legislative Discussion: ➢ Senate Bill 513 NC Farm Act Bill of 2015 > Senate Bill 369 NC Sales Tax Fairness Act ✓ 2015/2015 Budget Discussion > Dunn's request for a .02 fire tax increase, Emergency Services Director Gary Pope ✓ Commissioner's Reports, CAMPO, Vice Chairman Springle ✓ County Manager's Report: ➢ June 1st Regular Meeting Agenda Review ➢ April Financials and February Sales Tax ➢ Board of Education Financials ✓ Closed Session May 26, 2015 Special Meeting Minutes Harnett County Board of Commissioners Page 1 of 2 Senior Staff Attorney Monica Jackson presented the Town of Angier's request that 331 Courtland Drive be conveyed to Town of Angier from County of Harnett. The property contains a pump station with a tax value of $25,000. She noted the property was conveyed to the County by the Dorman's in 2011 and is a residential lot. Mr. Jeffries noted it looks like a buildable lot. It was the consensus of the commissioners to consider approving this request, but including a reverter clause if they discontinue use for pump station, during an upcoming regular meeting. Commissioner McKoy moved that the Board go into closed session for the following purposes: (1) To discuss certain personnel matters; and (2) To consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of a potential claim; and (3) To discuss matters relating to economic development in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(5)&(4). Commissioner Miller seconded the motion, which passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Commissioner Miller seconded the motion, which passed unanimously. Commissioner Elmore moved to adjourn the meeting at 11:23 am.
