September 1, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, September 1,
2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 10:30 am. Vice Chairman Springle led the
pledge of allegiance and invocation.
Commissioners and staff reviewed and discussed items on the following agenda that was
before the Board:
➢ Town of Erwin request that Harnett County administer planning and
development regulation in Erwin's ETJ area of Bailey Parker Court, Planning
Services Director Mark Locklear
➢ Emergency Services reclassification request, staffing, and equipment needs,
Emergency Services Director Gary Pope, EMS Division Chief Ricky Denning
and Harnett County EMS Medical Director Dr. Mark Glaser
➢ Engineering and Facilities Maintenance request to create new position, County
Engineer Amanda Bader
➢ County Manager's Report:
- September 8, 2015 Regular Meeting Agenda Review
➢ Closed session
➢ Adjourn

Commissioner McKoy moved that the Board go into closed session for the following purposes:
(1) To discuss certain personnel matters;
(2) To consult with the County's legal staff in order to preserve the attorney-client
privilege concerning the handling of certain claims, including the workers
compensation claims of Derek Sharp and Karen Faircloth.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(3). Vice
Chairman Springle seconded the motion which passed unanimously.
Commissioner Elmore moved that the Board come out of closed session. Vice Chairman
Springle seconded the motion which passed unanimously.
Commissioner Elmore moved that the meeting adjourn at 12:43 pm. Commissioner McKoy
