020121mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting February 1, 2021 The Harnett County Board of Commissioners met in regular session on Monday, February 1, 2021, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was not open to members of the public to attend in person however, citizens and staff were provided options to listen to the meeting live. Only County staff necessary to conduct the meeting or to speak on scheduled agenda items were in attendance, stationed in the meeting chambers to maintain the recommended social distancing of six feet, as the Board demonstrated compliance with State law and prudent public health practices. Commissioner Nicol led the Pledge of Allegiance and invocation. Chairman Matthews called for any additions or deletions to the published agenda. Sherriff's Office requested approval to sell K-9 Memphis, Bloodhound who is retiring after 5 years of service, to his previous owner John Werbelow, for the sum of $1.00. Harnett County General Services requested approval and acceptance of the funding agreement between the County of Harnett and the North Carolina Department of Transportation to execute the Terminal Area Utility Improvements Project. The total amount, through the NC Department of Transportation, Division of Aviation Non - Primary Entitlement grant, is $89,674 with a required match of $9,964. These funds will be used to provide professional services to design terminal area utility improvements for the future new terminal at Harnett Regional Jetport. 6. Administration requested approval of the Old Detention Center Separation/Demolition Capital Project Ordinance totaling $508,891. (ATTACHMENT 1) 7. Harnett County Workforce Development requested approval of the contract for FY 2020- 2021 with the Triangle South Workforce Development Board, which administers the Workforce Innovation and Opportunities (WIOA) grant. The WIOA grant is a federal grant that provides funding for employment and training services to the citizens of Harnett County enrolled in the WIOA Youth, Adult and Dislocated Worker Programs. The Sampson County WIOA Youth Program will also be included for this fiscal year. 8. Sheriffs Office requested approval of the 2021 Harnett County Health Plan for the Harnett County Detention Center. 9. Harnett County Health Director requested approval to accept COVID-19 Vaccination funds from NC DHHS in the amount of $54,217, These funds are part of the "Paycheck Protection Program and Health Care Enhancements Act" to assist local health departments in planning and implementation of mass COVID-19 vaccinations. 10. Harnett County Health Director requested approval to establish the following new fees: CPT CODE DESCRIPTION RECOMMENDED PRICE 90702 Diphtheria Tetanus $55 0011A Administration of Moderna COVID Vaccine 1st Dose $17 0012A Administration of Moderna COVID Vaccine 2nd Dose $29 11. Harnett County Health Director requested approval of the revision to the Clinical Patient Fees, Eligibility and Bad Debt Write -Off Policy. 12. Harnett County Health Director requested approval to accept additional COVID 543 funds from North Carolina Department of Health and Human Services in the amount of $142,964 to assist local health departments in testing and implementation of COVID-19 vaccines. Harnett County General Services requested approval and acceptance of the funding agreement between the County of Harnett and the North Carolina Department of Transportation to execute the Master Plan Update Project. The total amount, through the NC Department of Transportation, Division of Aviation Non -Primary Entitlement grant, is $414,357 with a required match of $41,436. These funds will be used to provide professional services to update the Harnett Regional Jetport Master Plan and Airport Layout Plan. Vice Chairman Weatherspoon moved to approve the appointments listed below. Commissioner Nicol seconded the motion, which passed unanimously. HARNETT COUNTY BOARD OF ADJUSTMENT Zachary Smith was appointed to serve as the District 5 alternate member on this Board for a term of three years expiring February 28, 2024. HARNETT COUNTY CEMETERY BOARD OF TRUSTEES Angela McCauley was appointed to replace John Hairr on this Board for a term of three years expiring January 31, 2024. NURSING HOME COMMUNITY ADVISORY COMMITTEE Marvin Wayne Tawney was appointed to serve on this committee for a one year term expiring February 28, 2022. Brian Haney, Assistant County Manager participating remotely, led the discussion regarding Harnett County FY 2021 Legislative Priorities. Staff distributed the draft Harnett County FY 2021 Legislative Priorities submitted for Board prioritization. Staff also distributed a copy of additional proposed legislative priorities submitted by Vice Chairman Weatherspoon. Discussions continued. Vice Chairman Weatherspoon moved to approve the following 2021 legislative priorities for Harnett County. Commissioner Johnson seconded the motion that passed unanimously. 1- Broadband - Assist County in Expanding Broadband Access to Underserved Areas 2- Economic Development - Assist County with Economic Development Marketing Efforts 3- Economic Development - Assist County in Creation of Industrial Parks and Sites for Economic Development 4- Harnett Regional Jetport - Assist County with Expanding and Enhancing Harnett Regional Jetport 5- Transportation - Support Four -Lane Highways into Wake County 6- Transportation - Support Creation of Bypass around City of Dunn 7- Transportation - Support Expansion of CAMPO's Boundary within Harnett Co. 8- Education - Increase Lottery Payout to Counties February 1, 2021 Regular Meeting Minutes Harnett County Board of Commissioners Page 6 of 9 Additional Legislative Priorities - Appropriate Full Funding for the Federal Impact Aid Program (Federal) - Assist with Efforts to Expand Natural Gas Capacity (State) Require Accurate County Assignment of Sales Tax for Delivered Goods (State) - Provide Additional Solutions to Assist with Funding Public Education (State & Federal) Provide Funding to Help Counties Implement School Security Measures (State & Federal) Preserve Funding for Local Health Departments (State) Lower NCDOT Road Takeover Threshold to 60-65% percent Buildout (State) Support Legislation to Assist Firefighters who Contract Disease Related to Service (State) Expand Fire Prevention Grant Opportunities to include Counties (State & Federal) - Require Licensing and Permitting for Fire Extinguisher and Suppression System Installation (State) Give School Systems Flexibility in Establishing their K-12 Calendars (State) - Provide Funding to Support and Establish Treatment Courts (State) - Appropriate Recurring Funds to Support State Aid for Public Libraries (State) Increase Appropriation to Agricultural Development and Farmland Preservation Trust Fund (State) Ms. Stewart and Mrs. McFadden sought approval of the Harnett County Recommended 2022 — 2028 Capital Improvements Program (CIP). Mrs. Stewart clarified that commissioners are only approving the items listed in the plan which are still not part of the budget until included in the upcoming approved budget. Mrs. McFadden listed the following three change to the recommended 2022 — 2028 CIP: 1) Increase Patriots Park, Phase 1 to $411,000 to be funded from parks capital reserve. 2) Place camera upgrades and door locks on hold, pending identification of a funding source. 3) Reduce school maintenance fund to $400,000. Commissioners were previously asked to score/rank the projects within the recommended 2022 — 2028 CIP to assist staff with future planning. Commissioner Johnson moved to approve the recommended 2022 — 2028 Capital Improvements Program (CIP) as presented with the three changes listed. Commissioner McKoy seconded the motion, which passed unanimously. Christopher Appel, Senior Staff Attorney, distributed and reviewed a proposed COVID-19 local leave policy regarding COVID-19 leave for County employees. He said the proposed local leave policy essentially mirrors the Emergency Paid Sick Leave and Emergency FMLA that expired effective December 31, 2020. Mrs. Stewart provided numbers regarding this leave by County employees in 2020. Discussions continued as commissioners provided guidance regarding various options within the proposed policy. Chairman Matthews clarified that staff previously noted that these funds have already been budgeted. February 1, 2021 Regular Meeting Minutes Harnett County Board of Commissioners Page 7 of 9 Mr. Appel said the propose COVID-19 local leave policy should fill the gap until the federal government does something else. Commissioner Nicol moved to approve the policy as presented, retroactive to January 1, 2021, however with all reasons below open to all County employees through June 30, 2021: COVID-19 Sick Leave can be used for reasons 1-5 below by all employees, including healthcare providers and emergency responders. 1. Subject to a federal, state, or local quarantine or isolation order related to COVID- 19; 2. Advised by a health care provider to self -quarantine due to COVID-19 concerns; 3. Experiencing COVID-19 symptoms and seeking medical diagnosis; 4. Caring for an individual subject to a federal, state, or local quarantine or isolation order or advised by a health care provider to self -quarantine due to COVID-19 concerns; 5. Caring for the employee's child under 18 years of age if the child's school or place of care is closed or the child's care provider is unavailable due to COVID-19. Vice Chairman Weatherspoon seconded the motion that passed unanimously. Mr. Stewart provided an update on COVID-19 in Harnett County regarding vaccinations and testing. Ira Hall, Information Technology Director for Harnett County, addressed the Board regarding AV equipment in the new meeting chambers and options available. It was the consensus of the Board to live stream regular meetings, audio and video, going forward. Mrs. Honeycutt reviewed the Veteran's Treatment Court (VTC) Program Financials provided. Commissioners requested additional information. Mr. Haney stated that the hope is that the current grants will fully fund the Veteran's Treatment Court and that the County will not have to provide any additional funding. Chairman Matthews called for any new business. Commissioner Nicol provided a report on his recent meeting with the BREATH Harnett County group. Commissioner Nicol asked to add to an upcoming work session agenda discussion about forming a committee to pursue grants and to address racial equity. Vice Chairman Weatherspoon moved that the Board go into closed session for the following purposes: 1) To instruct the County staff concerning the position to be taken by the County in negotiating a contract for the acquisition of real property; and 2) To discuss certain personnel matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(5)&(6). Commissioner Nicol seconded the motion which passed unanimously. Section 1. This project consists of the separation and demolition of the former detention center from Harnett County Emergency Services, along with the rerouting utilities as necessary. The old jail continues to deteriorate and creates a health and safety hazard for the rest of the facility. Section 2. The following expenditures are hereby appropriated for this project: Construction $ 427,728 Design, Engineering & Construction Mgmt $ 34,900 Contingency $ 46,263 Total $ 508,891 Section 3. The following revenues are hereby appropriated for this project: Transfer from Capital Reserve $ 508,891 Section 4. Copies of this capital project ordinance shall be furnished to the Clerk to the Board, the Budget Officer and the Finance Officer for direction in carrying out this project.
