041216wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session April 12, 2016 The Harnett County Board of Commissioners met in work session on Tuesday, April 12, 2016, in the County Manager's Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Shannon Eason, Executive Assistant to the County Manager Chairman Jim Burgin called the meeting to order at 9:00 am. Commissioner Miller led the pledge of allegiance and invocation. Chairman Burgin noted that the Governor is committing a lot of money in his budget for drug addiction and mental health. He said LME MCOs will play an intricate part of this. Chairman Burgin said he believe there is money available for Good Hope and some other things and we need to get our request in to Representative Lewis early to participate in this. Mr. Jeffries said staff believes there are opportunities for Sandhills Center to assist the Sheriff with mental health projects. Commissioner McKoy said we also need to spread the word across the County about what benefits are available. Discussions regarding LME MCOs continued. The following agenda was before commissioners: ➢ Cooperative Extension's request to change County/State salary percentage for the Family & Consumer Science Agent position ➢ County Manager's Update: 1) DA's Request for funding for Assistant District Attorney Position 2) 11th Aviation Command Air Mission Request 3) RTRP State of the Region, May 19th 4) April 18, 2016 Regular Meeting agenda review ➢ Closed session ➢ Adjourn Tyrone Fisher, Director of Harnett County Cooperative Extension, requested approval to change the County/State salary percentage from 70/30 to 83/17 for the Family & Consumer Science April 12, 2016 Work Session Minutes Harnett County Board of Commissioner Page 1 of 2 Agent position effective 5/1/16. Discussions continued. It was the consensus of the commissioners to approve this request during their upcoming regular meeting. Mr. Jeffries presented a request from District Attorney Vernon Stewart to extend the agreement for funding the Assistant District Attorney position for an additional year and sought direction from the Board. Chairman Burgin noted that we are still short 5 positions in the D.A.'s Office. Discussions continued. It was the consensus of the Board to include funding for the position in the upcoming budget but to also send a letter requesting that the Administrative Office of the Courts fund the position in the following year. It was the consensus of the Board to move forward with scheduling a trip with the 1 Aviation Command Air Mission as they continued to discuss the trip itinerary. Mr. Jeffries also polled commissioners on who will attend the upcoming RTRP State of the Region. He noted staff is currently scheduling a meeting with Piedmont and Natural Gas and Representative Lewis as requested. He will also invite the municipalities to the meeting. Mr. Jeffries provided an update regarding Alphin Brothers Inc. and shared a copy of the Notice of Findings of Fact and Order by the Building Codes Administration as well as notes from Planning Staff capturing the summary of events regarding Alphin Brothers. Mr. Jeffries also provided an update on Ernest Lane. The group continued to discuss the state of some secondary roads within the County. Mr. Jeffries reviewed the proposed April 18, 2016 regular meeting agenda. Commissioner McKoy moved that the Board go into closed session for the following purposes: 1) To discuss certain personnel matters; and 2) To consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims and litigation; and 3) To instruct the County staff concerning the position to be taken by the County in negotiating the terms of a contract for the acquisition of real property. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6)&(3)&(4). Commissioner Miller seconded the motion that passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Vice Chairman Springle seconded the motion which passed unanimously.
