051016wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session May 10, 2016 The Harnett County Board of Commissioners met in work session on Tuesday, May 10, 2016, in the County Managers Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Jim Burgin called the meeting to order at 9:00 am. Vice Chairman Springle led the pledge of allegiance and invocation. The following agenda was before the commissioners: ➢ Enterprise Fleet Management Presentation ➢ Board of Education Budget Request ➢ Cape Fear Regional Hazard Mitigation Plan ➢ Drug and Alcohol Policy ➢ Parks and Recreation reorganization ➢ 2016/2017 Budget Discussion ➢ County Manager's Update: 1) May 12 Community Meeting at Erwin Elementary 2) May 16, 2016 Regular Meeting agenda review ➢ Closed session ➢ Adjourn Ben Krautheimer and Jacob Garth with Enterprise Fleet Management presented a Fleet Proposal Synopsis for Harnett County. Mr. Garth responded to questions from commissioners. Under this proposal, Enterprise would hold the title to the vehicles but they would be registered to the County. County Engineer Amanda Bader provided additional information regarding Enterprise Fleet Management services and options. The group also discussed maintenance options. It was the consensus of the Board that staff continue discussions with Enterprise Fleet Management. May 10, 2016 Work Session Minutes Harnett County Board of Commissioner Page 1 of 3 Harnett County Superintendent Stan Williams presented the Harnett County Schools 2016-2017 Budget Request. Assistant Superintendent Brooks Matthews, Board Member Howard Penny and Finance Officer Tammy Magill were also present. Superintendent Williams presented the total current expense request of $23,222,125, total capital outlay request of $6,388,620 with a total 2016-2017 local request of $29,610,745. Mr. Williams provided details regarding their request and responded to questions from commissioners. Commissioners reiterated it was their intent to give classroom teachers, those that spend 50% of their time in the classroom in front of students, the one-time $1000 supplement. The supplement was not intended for assistant superintendents, custodians, etc. Commissioners had hope to help retain good teachers. Emergency Services Director Jimmy Riddle and staff Larry Smith presented the Cape Fear Regional Hazard Mitigation Plan. Mr. Riddle noted the Plan identifies local policies and actions for reducing risk and future losses from natural hazards such as floods, severe storms, wildfires, and winter weather. He said this plan was a regional effort amongst five counties and the municipalities within the region (Harnett/Moore/Lee/Chatham/Johnston). Commissioners will consider approval of Resolution to Adopt the Cape Fear Regional Hazard Mitigation Plan following a public hearing during their upcoming regular meeting. Risk Management & Safety Coordinator Angela McLamb presented the proposed Drug and Alcohol Policy. Mrs. McLamb said the policy was updated to comply with NC DOT. Staff responded to commissioners asking how this will be communicated to all employees. Commissioners will consider approval of the proposed Drug and Alcohol Policy during their upcoming regular meeting. Parks and Recreation Director Carl Davis presented the following highlights of the proposed reorganization of the Harnett County Department of Parks and Recreation: • Combining county resources, • Uses in-house talent and knowledge • Provides labor force for park expansion and programming o including current parks and recreation staff at 100% workload capacity • No longer contract outside of organization for landscaping services o more control o expanded services o in-house irrigation • Approximate cost savings of $30,000 per year • 1St year cost savings of approximately $0-$5,000 due to Capital Purchases (lawn equipment) • Park Project Availability o Trails, grading special projects May 10, 2026 Work Session Minutes Harnett County Board of Commissioner Page 2 of 3 Mr. Jeffries said they believe this will have a positive impact and would like to make these changes by July 1, 2016. Mr. Davis said they would need to hire three additional employees. It was the consensus of the board to consider approval of the proposed reorganization at their upcoming regular meeting. A detailed budget was distributed to commissioners and 2016/2017 budget discussions continued. Mr. Jeffries said they are not proposing any new positions in the budget due to the reval. He said he does propose covering dental coverage for employees in the budget costing approximately $250,000. Staff reviewed increases within the proposed budget including the increase in retirement. Mr. Jeffries will present his budget message on May 16, 2016. Staff responded to questions regarding revenues. Commissioners said they encourage the School Board to use their increased funds to increase custodian pay in schools as requested by Commissioner McKoy. Mr. Jeffries sought direction regarding the Enterprise Fleet Management presentation. He also reminded the group of the upcoming meeting with the Fort Bragg Garrison Commander. Mr. Jeffries reminded the group of the upcoming Community Meeting at Erwin Elementary. Mr. Jeffries reviewed the proposed May 16, 2016 regular meeting agenda. Commissioner requested a resolution honoring Godwin Manufacturing celebrating 50 years in business. Chairman Burgin said the County should perform exit interviews when employees leave. Commissioner Miller moved that the Board go into closed session for the following purposes: 1) Consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims, and 2) Discuss matters relating to economic development in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)&(4). Commissioner Elmore seconded the motion which passed unanimously. Commissioner Miller moved that the board come out of closed session. Commissioner Elmore seconded the motion which passed unanimously. Commissioner Elmore moved to adjourn the meeting at 2:10 pm.
