Minutes of Special Meeting (joint with Planning Board)
May 16, 2005
The Harnett County Board of Commissioners met in special session on Monday, May
16, 2005, in the second floor jury room, Harnett County Courthouse, 301 West
Cornelius Harnett Boulevard, Lillington, North Carolina.

Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Dwight W. Snow, County Attorney
Jennifer Slusser, County Attorney
Kay S. Blanchard, Clerk to the Board
Also present were members of the Planning Board and Planning Department staff.
Chairman Byrd called the meeting to order at 5:00 p.m. and called on George Jackson,
Planning Director. Mr. Jackson explained that the purpose of the meeting was for
project orientation for the two Boards. The project is to create a Unified Development
Ordinance (UDO) which combines all county land use ordinances into a single
comprehensive document. Mr. Jackson introduced Buddy Blackburn, AICP with The
Wooten Company who is the project manager. Mr. Blackburn provided an overview
of the project and noted that the entire process would take approximately a year. He
explained the steps to create the UDO: establish the preparation process, set the
schedule, define roles and responsibilities, public involvement, UDO objectives, UDO
format, and current issues to be considered. Discussion followed the presentation with
Board members asking questions and providing comments.
There being no further business, the meeting adjourned at 6:30 p.m.
