111516wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session November 15, 2016 The Harnett County Board of Commissioners met in work session on Tuesday, November 15, 2016, in the County Manager's Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and invocation. The following agenda was before commissioners: Harnett County Emergency Services position requests, Emergency Services Director Jimmy Riddle and Ricky Denning Family Resource Management Contract with Extension Foundation, Harnett County Cooperative Extension Director Tyrone Fisher Proposed updates to the Library Service Policy and Procedures Manual, Harnett County Public Library Director Angela McCauley Proposed Update to the Personnel Ordinance, Joseph Jeffries County Manager's Report: 1) November 21, 2016 Regular Meeting agenda review Closed Session - Adjourn Emergency Services Director Jimmy Riddle and Ricky Denning presented Harnett County Emergency Services request for additional positions. Discussions continued. Commissioners will consider approval of Harnett County Emergency Services request for approval of twelve additional EMS positions (six EMT -Paramedics [PSN 84, grade 58]; six EMT -Basics [PSN 489, Grade 511) effective January 1, 2017 during an upcoming regular meeting. November 15, 2016 Work Session Minutes Harnett County Board of Commissioners Page 1 of 3 Harnett County Cooperative Extension Director Tyrone Fisher talked about the Family Resource Management Contract with Extension Foundation. He noted as instructed the funds that were Parents As Teachers have been transferred. He explained Family Resource Management addresses all family issues in household. Mr. Fisher said there is about $17,000 left in the Foundation and their goal is to hire a part-time person to address family issues until this money runs out. He said basically the County just provides space for the part-time employee. Mr. Fisher invited commissioners to attend the upcoming 2016 Farm City Week Banquet at 6:00 pm on Tuesday, November 22, 2016. Harnett County Public Library Director Angela McCauley reviewed proposed updates to the Library Service Policy and Procedures Manual. These documents were amended to reflect current practices, modern technologies and a change in the library's Saturday work schedule in relation to Monday holidays. Commissioner will consider approval of the updated Library Service Policy and Procedures Manual during their upcoming regular meeting. Commissioner Burgin asked Mrs. McCauley to check with surrounding libraries regarding their policies for holidays. He also shared concerns about the placement of the mental health kiosk at the library. Mr. Jeffries reviewed proposed updates to the Harnett County Personnel Ordinance. He said the updates are for clarification purposes in the definition section; limited service for full-time and limited service for part-time. He said language was needed to make this determination as benefits are available to certain positions. Discussions continued. It was the consensus of commissioners to consider the proposed amendments to Article 1, Section 3. Definitions of the Harnett County Personnel Ordinance during their upcoming regular meeting. Mr. Jeffries reviewed the draft November 21, 2016 regular meeting agenda. Discussions continued including impact fees, hauling sludge, elections, Board of Election's parking, LMO's about raising Medicare fees, capacity at Good Hope, contract from Board of Education with Hyatt and road issues in Bunnlevel. Commissioner McKoy moved that the Board go into closed session for the following purposes: 1) To discuss matters relating to the location or expansion of industries or other businesses in the area served by the Harnett County Board of Commissioners; and 2) To instruct the County staff concerning the position to be taken by the County in negotiating a contract for the acquisition of real property. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(5). Commissioner Miller seconded the motion which passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Vice Chairman Springle seconded the motion which passed unanimously. Commissioners said this intent is to help employees. Commissioners said they believe this Board is underpaid compared to others and asked staff to research this and bring information back to the Board.
