BUDGET IMPACT: Summary of Demolitions (Jan. 2017 thru Sept. 30, 2020) 43 Demo ordinance adopted by Council 24 Actual demolitions $82,491.47 Actual Cost (Avg. 3,749.61) 2 Landfill charges unknown -waiting on P W 4 Owner renovated property - CO Issued 1 Owner demolished (pool) RECOMMENDATIONIACTION REQUESTED: • • - • • .till, 1*1 Minimum Housing vs. Condemned Structures Procedures Minimum Housing Procedures ➢ Standards come from City of Dunn Code of Ordinances Section 4-31 and NCGS §160A-441. ➢ Allows maximum time of ninety (90) days for repairs or demolition of structure after Order from Chief Building Inspector is issued. ➢ After allowed time period expires with no repairs being made, structure is taken to City Council for adoption of ordinance declaring property "Unfit for Human Habitation". If a good faith effort in repairing the property has been made, inspector can allow additional time. ➢ Upon adoption of ordinance, the occupant would be notified to vacate the dwelling and the owner then has up to one (1) year to make repairs. Property cannot be occupied until all repairs are made and a Certificate of Occupancy is issued. ➢ At the expiration of the one (1) year time period, if not repaired, dwelling will be taken back to City Council for adoption of ordinance to demolish said structure. After ninety (90) day time period, the dwelling can be demolished by the City. ➢ All demolition costs will be calculated and a lien will be placed on the property. Minimum Housing vs. Condemned Structures Procedures ➢ Standards come from NCGS §160A-426. ➢ "Every building that shall appear to the inspector to be especially dangerous to life because of its liability to fire or because of bad condition of walls, overloaded floors, defective construction, decay, unsafe wiring or heating system, inadequate means of egress, or other causes, shall be held to be unsafe." ➢ Order to repair or demolish issued to owner after hearing allowing time period of sixty (60) days for repairs or demolition by owner. ➢ At end of granted time period, if repairs or demolition has not taken place by owner, structure would be taken to City Council for adoption of ordinance allowing Building Inspector to have the structure demolished and removed from property. ➢ A thirty (30) day time period has to be given after ordinance is adopted before City can take action to demolish said structure. ➢ All demolition costs will be calculated and a lien will be placed on the property. Method of Operation ➢ Work with all owners, tenants, contractors etc. to make sure they are aware of all repairs that will need to be done. ➢ Issue appropriate permits to the contractors and inspect work when called in for inspection. ➢ Do any necessary walk-throughs with contractors as requested to make sure they are clear on what is expected to be done. ➢ Permits can be issued up until their allowed time period expires. If a permit is applied for on day sixty-one (61), in the case of a condemned structure, the permit will not be issued until the City Council meeting has taken place. BACKGROUND: At the request of Council, a study was made of the alleys in the City of Dunn. A booklet titled "City of Dunn Alley Assessment Report, December 2019," was distributed at the December Council meeting. The report includes aerials and photographs of all 112 alleys in the city, each assigned a rating and description of its condition.
