Providingthese services may risk future federal and state funding amounts. •Currently no formal agreements to provide charter/taxi transit to these agencies. Riders aretreated individually (grouped), but agency operating hours affect other demand requests •Charter/taxi operations cause staff to deny on average 3-4 demand response requests per day. •At current levels, life essential transportation services are priority. Dialysis, Medicaid, nutritional,and pharmaceutical transportation requests dominate our schedule. •Individual agencies have begun requesting transportation. With current social distancingrequirements, HARTS does not have enough vehicles/drivers to meet the demand. •Available demand response seats would immediately be filled by these agencies, if we continue tocharter/taxi. 8/5/2020 DRAFT 081120wsa HCBOC Page 5 Before COVID-19 Pandemic Average One Month Period 46% 22% 11% 11% 8%1%1%Medicaid JCI EDTAP COAG & COAM COMPED SHCTR BOE •Medicaid: 2,156 •JCI: 1,052 •EDTAP: 539 •DAR: 645 •COAG & COAM: 535 •COMPED: 384 •SHCTR: 39 •BOE: 27 DRAFT8/5/2020 081120wsa HCBOC Page 6 During COVID-19 Pandemic Average One Month Period 60% 0%0% 12% 17% 11%0%0%Medicaid BOE JCI EDTAP DAR COAM & COAG COMPED SHCTR •Medicaid: 1,585 •BOE: 0 •JCI: 0 •EDTAP: 303 •DA R: 426 •COAG & COAM: 270 •COMPED: 0 •SHCTR: 2 DRAFT8/5/2020 081120wsa HCBOC Page 7 MODEL 1 Current Ridership With Social Distancing Total Vehicles Needed: 29 Total Drivers Required: 29 to 31 Passengers: Medicaid: 46 Medicaid (wc): 9 Dialysis(excluding Medicaid): 19 Other trips (wc ): 4 •Without Social Distancing Total Vehicles Needed: 9 Total Drivers Required: 9 to 12 Passengers: Medicaid: 46 Medicaid (wc ): 9 Dialysis (excluding Medicaid): 19 Other trips (wc ): 4 8/5/2020 DRAFT 081120wsa HCBOC Page 8 MODEL 2 Ridership with Addition of Demand Response •With Social Distancing Current Operations Vehicles Needed: 29 Drivers Required: 29-31 Passengers Medicaid: 46 Medicaid (wc): 9 Dialysis(excluding Medicaid): 19 Other Trips: COA: 7 EDTAP: 18 D-A-R: 24 Other trips(wc): 4 *Averages 19 seats available for other trips (Demand Response) •Without Social Distancing Normal Operations Vehicles Needed: 26--31 Drivers Required: 35-38 Passengers Medicaid: 65 Medicaid (wc): 11 Dialysis(excluding Medicaid): 19 Other Trips: COA: 17 EDTAP: 15 D-A-R: 21 Other trips(wc): 4 *Averages 34 seats available for other trips (Demand Response) 8/5/2020 DRAFT 081120wsa HCBOC Page 9 Model 3 Centralized Locations For Demand Response •Cameron –WalMart Hwy 87, Dollar General Hwy 27 and Circle K Hwy 27 •Dunn –Walmart E Jackson Blvd and Carlie C’s Ellis Ave/W Cumberland St •Erwin –Carlie C’s Main St •Bunnlevel –Dollar General Hwy 401 S •Lillington –McDonald’s Hwy 421, Carlie C’s Main St and Food Lion at Lillington Square •Coats –Dollar General •Angier –McDonald’s 8/5/2020 DRAFT 081120wsa HCBOC Page 10 Model 4 Demand Response Zoning •Monday-Friday, the county would be divided into zones to offer demand response transportation. •Each zone would be allocated one day per week. •Monday-Anderson Creek, Barbecue, and Johnsonville. •Tuesday-Broadway, Buckhorn, and Hectors Creek. •Wednesday-Blackriver, Neills Creek, and Grove. •Thursday-Lillington, and Stewarts Creek •Friday-Duke, and Averasboro 8/5/2020 DRAFT 081120wsa HCBOC Page 11 January 2020 to July 2020 Ridership January: DAR-580; $3T-65; Medicaid-2,156; BOE-27; COAG-178; COAM-357; COMP-ED-384; EDTAP-359; JCI-1052; SENIOR-2; SHCTR-39 February: DAR-542; $3T-58; Medicaid-1,980; BOE-17; COAG-134; COAM-281; COMP-ED-332; DDS-2; EDTAP -459; JCI-949; JCI Special Trips-8; SENIOR-41; SHCTR-26 March:DAR-493; $3T-34; Medicaid-1,966; BOE-11; COAG-72; COAM-286; COMP-ED-182; DDS-4; EDTAP-384; JCI-895; SENIOR-10; SHCTR-20 April:DAR-75; Medicaid-1,440; COAG-10; COAM-194; EDTAP-292; JCI-82; SHCTR-8; DAR-W-221 May:Medicaid-1,448; COAG-10; COAM-208; EDTAP-296; SHCTR-4; DAR-W-354 June:Medicaid-1,485; COAG-7; COAM-263; DDS-2; EDTAP -303; SHCTR-2; DAR-W-417 July:Medicaid-1,474; COAG-21; COAM-308; EDTAP-313; SHCTR-4; DAR-W-451 8/5/2020 DRAFT DAR DAR-W MEDICAID BOE COAG COAM COMP-ED DDS EDTAP JCI JCI Special Trips SENIOR SHCTR January 645 2,156 27 178 357 384 359 1052 2 39 February 600 1,980 17 134 281 332 2 459 949 8 41 26 March 527 1,966 11 72 286 182 4 384 895 10 20 April 75 221 1,440 10 194 292 82 8 May 354 1,448 10 208 296 4 June 417 1,485 7 263 2 303 2 July 451 1,474 21 308 313 4 0 500 1000 1500 2000 2500 January 2020-July 2020 January February March April May June July 081120wsa HCBOC Page 12 Diagram 1: Side Passenger Entry Prior to COVID-19 All seats available During COVID-19 X-Seats not available DRAFT8/5/2020 081120wsa HCBOC Page 13 Diagram 4: 3 Fixed Forward Facing Seats, 2 Wheelchairs Accessible 8/5/2020 DRAFT Prior to COVID-19 All seats available During COVID-19 X-Seats not available 081120wsa HCBOC Page 14 Proposed New Vehicle Purchase –Cares Act •2021 Starcraft Allstar 25 •20 Ambulatory Seats •2 Wheelchair Positions •100,000 mile bumper to bumper warranty •$85,000 per vehicle, this includes cameras, radio, and lettering.
