Minutes of Regular Meeting
July 6, 2020
The Harnett County Board of Commissioners met in regular session on Monday, July 6, 2020, in
the Commissioners Meeting Room, County Administration Building, 420 McKinney Parkway,
Lillington, North Carolina. Due to COVID-19 this meeting was not open to members of the
public to attend in person however, citizens and staff were provided options to listen to the
meeting live. Only County staff necessary to conduct the meeting or to speak on scheduled
agenda items were in attendance, stationed in the meeting chambers to maintain the
recommended social distancing of six feet, as the Board demonstrated compliance with State law
and prudent public health practices.

Chairman Penny called the meeting to order at 9:00 am. Commissioner Johnson led the Pledge
of Allegiance and invocation.
Chairman Penny called for any additions or deletions to the published agenda. Mrs. Stewart
requested to add for consideration the Sheriff's Office's request for approval to accept a grant in
the amount of $68,908 from the Office of Justice Program under the FY 2020 Coronavirus
Emergency Supplemental Funding with no local match required. Vice Chairman Miller moved
to approve the agenda as amended. Commissioner Springle seconded the motion that passed
unanimously.
Commissioner Springle moved to approve items on the revised consent agenda. Commissioner
McKoy seconded the motion, which passed unanimously.

Rate increase due to 5% increase for services reimbursement from Medicaid. To be
adjusted to prior rates after COVID-19 has concluded.
3. Harnett County Emergency Services requested approval of the County Disaster Recovery
Plan. This plan, which should be used as a guiding document during the recovery phase of
an event, establishes the procedures and activities used by the county government and
departments to return to pre -disaster conditions as quickly and efficiently as possible
following an event.
4. Harnett County Public Library requested approval to accept a LSTA 2020-21 Project
Grant award in the amount of $74,904 with a County match of 25% ($24,968) of the total
project cost. These funds will be used to implement Radio Frequency Identification
(RFID) technology at the Harnett County Public Library and Resource Center. Project
plans to implement RFID were approved for funding in the 2021-2027 Harnett County
Capital Improvement Plan for FY 2021. RFID implementation will automate the checkout
process and thus empowering patrons to self -checkout items. RFID-enabled collection
management tools will also improve catalog and inventory accuracy.

5. Harnett County Public Library requested approval to continue membership in the NC
Cardinal consortium. This collaboration with the North Carolina State Library and other
member libraries leverages federal and local funds to achieve operational efficiencies and
savings for the library while providing more effective use of public resources.
6. Harnett County Sheriff's Office's requested approval to accept a grant in the amount of
$68,908 from the Office of Justice Program under the FY 2020 Coronavirus Emergency
Supplemental Funding Grant. There is no local match required. The funds will be used to
purchase equipment and supplies in response to the COVID-19.
Vice Chairman Miller moved to approve the following appointments. Commissioner Springle
seconded the motion, which passed unanimously.
District H Tourism Board
Kevin Mishra was reappointed as the Lodging member on this board for a term of three
years expiring June 30, 2023.
John Privette was reappointed as the Business Tourism member on this board for a term
of three years expiring June 30, 2023.
Social Services Board
Johnnie McKinney was appointed to serve on this board for a term of three years expiring
June 30, 2023.
Triangle South Workforce Development Board
Carolyn Blue and Russell Hieb were reappointed to serve on this board for two-year
terms expiring June 30, 2022.
Assistant County Manager Brian Haney and Harnett County Information Technology Director
Ira Hall provided a brief background and update on broadband efforts in the county. Mr. Hall
noted that to date the County had not been able to get any momentum for the project because
Internet Service Providers (ISP) had not been interested in partnering with the County. ECC has
recently mapped and inventoried services available in the County as well as surveyed citizens
regarding their needs.
Staff announced that the Growing Rural Economies with Access to Technology (GREAT) Grant,
through the NC Department of Information Technology's Broadband Infrastructure Office, has
been opened up to Tier 2 counties. This program provides grants to private providers of
broadband services to facilitate the deployment of broadband service to unserved areas of North
Carolina. Mr. Hall said an RFP will be released soon with the hopes of generating interest from
various entities wishing to use the County's assets, to develop and implement new broadband
services or enhance existing services, and who is willing to partner with the County to start

providing service to our citizens. He said they are asking the ISP to provide the minimum
standard of broadband, as well as an overall plan for as much coverage to the entire county, as
quickly as possible within three years. Mr. Hall said the County must fund part of the project
that will hopefully start in 2021. He responded to questions from commissioners.
Jon A. Matthews, Ed.D., Harnett County Provost, who participated remotely, presented Central
Carolina Community College's (CCCC) request to waive the Harnett Promise credit -hour
requirement for graduating high school students who were on schedule to meet the requirement
pre -pandemic. Mr. Matthews explained that due to COVID-19 some high school students
enrolled in college courses experienced challenges that prohibited them from completing those
courses. He said some of these students were successfully progressing towards earning the
required college credits to be eligible for CCCC's Promise Program. Mr. Matthews said the
College would like to extend credit -requirement exceptions to the graduating high school
students whose academic records demonstrate that they were on schedule to complete the
required course credits for eligibility pre-COVID-19. He noted without this type of exception,
between 20 and 40 students, who could truly benefit from the Promise Program, might
technically be ineligible due solely to pandemic -related issues. Mr. Matthews responded to
questions. Vice Chairman Miller's moved to give CCCC the right to investigate each and every
claim and do what they deem necessary. The motion was seconded by Commissioner Springle
and approved unanimously.
Chairman Penny moved to designate Commissioner Gordon Springle as the Voting Delegate for
the upcoming NCACC 113t Annual Conference. Commissioner McKoy seconded the motion
that passed unanimously. Mrs. Stewart polled commissioners on who would be participating in
the upcoming virtual NCACC 113th Annual Conference.
Mrs. Stewart presented the DSS Monthly Report for May 2020. She also announced that the
total collections in the Harnett County Department of Social Services, Child Support
Enforcement Services Division, totaled over $1M in March 2020 for the first time this year.
Mrs. Stewart provided a brief update on COVID-19 in Harnett County.
There was no new business.
There was no need for closed session.
Vice Chairman Miller moved to adjourn the meeting at 9:34 am. Commissioner Springle
seconded the motion which passed unanimously.
