The public is hereby notified that the City Council of the City of Dunn will hold their regular
meeting on Tuesday, June 9, 2020 at 7:00 p.m. in the Council Chambers of the Dunn Municipal
Building, 401 E. Broad Street, Dunn, NC. Some members of the Council may participate
electronically.
SPECIAL NOTICE REGARDING MEETING ACCESS DUE TO STATE OF EMERGENCY
In an effort to reduce the spread of Covid-19, in -person access to the Council meeting is limited to a
total of2S people (less than 14916 of occupancy) to include our Council and needed staff.
The Council Meeting will be available for live public viewing on Facebook - The City of Dunn, NC
page or the Public can call in to listen - contact the City Clerk at 910-230-3501 or
twilliams@dunn-nc.org prior to Monday, June 8, 2020, 1:00 p.m. for instructions.
Public access will be limited to a total of 12 people other than staff and Council. Audio will be
available while waiting outside Council Chambers, if maximum occupancy is reached.
Public Comment Period - Comments can be called in or emailed in to the Clerk by Monday, June
8, 2020, 1:00 P.M. to be read at the meeting. The person must abide by all rules related to the
Public Comment Period, provide name and address and abide by the 3-minute time limit. The
person may also call into the meeting to give their comments but they must call the City Clerk to
sign up and receive instructions by the above stated time.
Public Hearing - Comments can be called in or entailed to the Cleric by Monday, June 8, 2020,
1:00 p.m. and they will be read at the meeting during the Public Hearing. The call and email
should include name, address of the person filing the comments and the Public Hearing that the

CITY OF DUNN CITY COUNCIL PUBLIC COMMENT POLICY
The City Council for the City of Dunn does hereby adopt a Public Comment Policy to
provide at least one period for public comment per month at a regular meeting of the City
Council. This policy shall remain in effect until such time that it is altered, modified, or
rescinded by the City Council.
All comments received by the City Council during the Public Comment Period shall be
subject to the following procedures and rules:
1. Anyone desiring to address the City Council must sign up and register on a sign-
up sheet available on the podium within the City Council chambers prior to the Mayor calling the
meeting to order. The sign-up sheet shall be available thirty (30) minutes prior the beginning of
the City Council meeting in the City Council Chambers. Once the Mayor has called the meeting
to order, the City Clerk shall collect the sign-up sheet and deliver it to the Mayor. The speaker
shall indicate on the sign-up sheet his or her name, address and matter of concern.
2. The Public Comment Period shall be for thirty (30) minutes.
3. Comments are limited to three (3) minutes per speaker. A speaker can not give
their allotted minutes to another speaker to increase that person's allotted time.
4. Each speaker must be recognized by the Mayor or presiding member of the City
Council as having the exclusive right to be heard. Speakers will be acknowledged in the order in
which their names appear on the sign up sheet. Speakers will address the City Council from the
podium at the front of the room and begin their remarks by stating their name and address.
5. Individuals who sign up but can not speak because of time constraints, will be
carried to the next regular meeting of the City Council and placed first on the Public Comment
Period.
6. During the Public Comment Period, a citizen, in lieu of or in addition to speaking
may pass out written literature to the City Council, City Staff and audience.
7. Groups supporting or opposing the same position shall designate a spokesperson
to address the City Council in order to avoid redundancy.
8. After the citizen has made his or her remarks, he or she will be seated with no
further debate, dialogue or comment.
9. The Public Comment Period is not intended to require the City Council to answer
any impromptu questions. Speakers will address all comments to the City Council as a whole
and not one individual Council member. Discussions between speakers and members of the
audience will not be allowed. The City Council will not take action, or respond to questions
about, issues raised during the Public Comment Period at the same meeting.
10. Speakers shall refrain from discussing any of the following: matters which
concern the candidacy of any person seeking public office, including the candidacy of the person
addressing the City Council; matters which involve pending litigation; matters which have been
or will be the subject of a public hearing; and matters involving specific personnel issues related
to disciplinary matters. If the speaker wishes to address specific personnel issues related to
disciplinary matters, he or she should take their comments to the City Manager, who shall share
the comments with the City Council.
11. Speakers shall be courteous in their language and presentation.
12. The Mayor and City Manager shall determine, on a month to month basis, where
the Public Comment Period will appear on the monthly agenda when developing the agenda,
prior to its publication.
13. The Public Comment Period shall only be held during the regularly scheduled
monthly meeting of the City Council. There shall not be a Public Comment Period at any other
meetings of the City Council, unless specifically approved by the City Council.

Mayor Pro Tern Turnage reviewed the need for the rules and regulations for the Dunn Erwin Trail due to the use of
golf carts and ATV's on the trail. The City of Dunn will enforce the section of the trail located in the city limits.
Council Member Bradham requested, if possible, for the City to occasionally have law enforcement presence on the
trail and communicate with the Town of Erwin and County to have that same presence throughout the trail.

and their enforcement in the City of Dunn as adopted by the Harnett County Board of Commissioners for the Dunn

dwelling units based on the following justification:
1. The rezoning request is reasonable based on surrounding conditions. The market has not responded to the
medical office space the original developer had anticipated when the property was zoned 0&I. However,
demand for housing has increased and that development is in keeping with the area.
2. The impact to the surrounding property owners will be reasonable. Residential development of 28 units of
homeownership housing will not create undue traffic or noise concerns.
3. The site has been vacant for several years with 0&I zoning. Conditional rezoning to R-10 as a PUD is
responding to the growing need for housing and is in keeping with the times and the Future Land Use Map.
4. Rezoning from 0&1 to R-10 PUD is in concert with the Future Land Use Map, as the Future Land Use Map in
2005 projected this parcel to be residential. This strategic conditional rezoning to residential with a PUD
achieves the purposes of good planning.

Loan Acceptance Resolution and Water Distribution Rehabilitation Capital Project Ordinance
City Manager Neuschafer presented request to secure engineering services for Storm Water, Water, Sewer and
Street Improvements project. In an effort to evaluate infrastructure prior to resurfacing streets, City staff has
identified that a 2-inch galvanized waterline will need to be replaced along N. Watauga from Broad to Vance Street
and to meet current design standards, the waterline will need to be upsized to 6- inch. There is also approximately
450 linear feet of sewer main that is in poor condition that also needs to be replaced. Since pavement patching on
N Watauga will be greater than 30% of the project, Davis Martin Powell's (DMP's) recommendation is to perform
full depth reclamation of the street and pave. The asbestos cement waterline on Lakeshore Drive is approximately
60 years old and within the last several years, the City has made fourteen (14) repairs. Due to the number of
interruptions to customers, staff recommends replacing the 6-inch asbestos cement water line.
After discussion, motion by Mayor Pro Tern Turnage and second by Council Member Bradham to authorize City
Manager Neuschafer to solicit financing for $1,550,500 for storm water, sewer, waterline and street repairs for Bay
Street, General Lee and Broad, Watauga Avenue, and Lakeshore Drive and to execute an engineering agreement
with Davis Martin Powell in the amount of $162,450 for engineering services related to these projects contingent
upon the City receiving local financing, if necessary. Motion unanimously approved. A copy of the contract is

NC Department of Transportation Sidewalk Agreement 1-5986-B
Assistant`City Manager Boone,presented requestfor the City to agree to share costs associated with constructing
new sidewalks to be built during the I 95 Widening project. This project will be completed at the expense of the
NC Department;of Transportation. ,:_Construction costs will be on an 80% NCDOT and 20% City of Dunn shared
match. The estimated minimum cost to the City will be $16,112, subject to change, This municipal agreement
program represents a,significant cost savings for the City.
Motion by Mayor Pro ToIM'Tmpage and second by Council Member Gaulden to authorize City Manager Neuschafer
to execute the Transportition'Improvement Project - Municipal Agreement with Sidewalk ID # 9312 between the
City of Dunn and the NC Department of Transportation for the shared construction costs of 80% NCDOT and 20%
City of Dunn, associated with sidewalks in NCDOT project I-5986B. Motion unanimously approved. A copy of the
agreement is incorporated into these minutes as Attachment#11.
Council Goals/Reports
City Manager Neuschafer reviewed the reports presented by staff. Specific updates were given on the trail from
Tyler to Tart Park, the Dog Park and Vision Strategic Plan process. Council Member Sills asked if Wi-Fi could be
made available at Tyler Park. City Manager Neuschafer stated that the staff can work to incorporate into the
budget with final approval from the Council.
Administrative Reports
Finance Director Roberts provided the following financial report for the period ending April 30, 2020:
• The City had $4,813,635 in cash in the General Fund and $2,362,126 in the (NCCMT Term Account) Water -
Sewer Fund. Through April of 2019, the City had $4,062,101 in the General Fund and $2,315,884 in the Water
and Sewer Fund.
• Taxes collected to -date: approximately $4,097,735 in property taxes or approximately 98% of our expected
tax income.
• Sales Tax Revenue through February is $1,651,197 or 74.6% of our total expected income. This is the area
that will be hit hardest by the "Stay at Home" decree we are under due to Covid-19.
• Utilities Sales Taxes - $525,935.
• Building Permit Fees for the month of April were $11,603, for a total collected for the year of $112,952 or
141% of budget.
• Water and Sewer Revenues for the month of April were $452,354 with total to -date of $4,761,893 or 85.14%
of budget.
• Expenditures are at $9,522,713 or 82.1% of budget in the General Fund. T, heWater and Sewer Fund has spent
$4,309,059 or 69.1% of budget. The benchmark for this period is 83% of budget.

Mayor Elmore opened the meeting at 1:00 p.m, and Council
Member Turnage led in the Pledge of Allegiance.

A copy of the MOU is incorporated into these minutes as
City Manager Neuschafer reviewed his budget message to Council and began his discussion talking about the
unknown impact of the .Covid 19 pandemic. Based upon projections published by the NC League of Municipalities,
the overall budget is reduced by 2<8% in anticipation of decreased revenues. The City staff has been instructed to
limit expenditures to those prioritized by management. Restricted spending such as street resurfacing, drainage
and utility projects will move forward. He also reported on the proposed fee increases to include a 2% on garbage
and recycling due to contractual increase from Republic Services; water rate increase of 3.3% to replenish fund
balance and cover repair costs; 6% on sewer rates needed to pay for debt services on sewer projects; and 75 cents
per month increase on storm water fees to cover street sweeper debt service. The budget provides for
infrastructure improvements and will utilize the majority of funds received from the Powell bill and vehicle license
tag fees. Concerns were expressed by Council about trash pickup and the many complaints received from
residents.
Plans are to continue to progress on three building construction projects: renovations for the Police Department
and computer server location at City Hall; Public Works and Utilities facility; and the office consolidation for the
Parks and Recreation Department. He also shared that the budget would fund three new employees for the Public
Works Department to handle asphalt resurfacing and repair operations and a new administrative position in the
Planning and Inspections Department. Three permanent staff reductions have been made in Recreation, Library,
and Public Works. The budget does not propose a COLA increase for employees but includes up to 2% for merit
increases in January. The budget includes a balanced budget for the General Fund of $11,275,000.
He reviewed the Water and Sewer Fund revenues and expenditures to include a balanced budget of $6,696,000.
He shared how expensive repairs are related to water and sewer projects. He also went through the proposed rate
increases for water, sewer, and storm water fees. He made them aware that the City of Dunn rates are in line with
other communities nearby and/or of similar population. He told Council that the budget is concentrated on
reducing expenditures for the first six months and also includes funds for the Ashe Avenue Dog Park and Garden.
He then reviewed the Capital Items list that is not a part of the budget because these items are purchased with
borrowed money.
He reviewed the real cost on rate increases with comparisons for residential averageusers using 2940 gallons
having a monthly increase of $3.75. The actual bill comparisons show that the larger user will have the highest
percentage increase due to the tier system used by the City. Council Memberslurnage and Bradham expressed
the importance of publicizing this information to the residents so that they can understand the increases and why
these increases are needed.
Mayor Elmore recessed the meeting at 2:07 p.m.
The meeting was reconvened at 2:18 p.m.
City Manager Neuschafer reviewed the General Fund beginning with the Revenues. He shared that the City
practiced conservative budgeting in last year's budget but revenues have,.been decreased more this year due to the
unknown impact of Covid-19 including reducing Ad -Valorem taxes,to, 96.7%. He reviewed the Powell Bill
revenues and how they are calculated by the State with the City receiving $19.11 per person and $1,580.13 per
mile. He shared that Powell Bill funding has steadily decreased over the past 10 years. In sales tax distribution,
the staff is projecting a reduction in collections. It is estimated that the City might have a 20% loss in April - June
2020. The City is using the most conservative models based on expert projections. Sale of Cemetery Lots budget
has been increased as staff is proposing increasing price per, lot to $1;0p0 and doing away with the discount for
purchasing multiple plots. These prices are in line with other communities`in our area. The Membership Fees for
the Recreation Center has been'taken out of the budgetbecause staff does not plan on reopening the center due to
the cost of maintaining equipment and providing staff %He also stated that there is a small amount residents
participating at the center and it keeps the City from the competing with local businesses.
Council Member Sills inquired''on'ways the Citymight help businesses in an effort to grow Dunn. City Manager
Neuschafer reviewed the incentives programs, such as rebates and grants available to small and larger businesses.
He told Council?incentives are generallybased on the number of jobs created.
City Manager Neuschafer reviewed the General, Fund expenditures. The budget includes an increase for the
Downtown Service District to employ a full time`director as part of the Main Street Program. Travel and Training
and Departmental Supplies have been reduced in each department. He stated that a lot of training opportunities
are not happening right now anyway, 'due to Covid. He also explained how the Water and Sewer Fund shares in the
expenses for administration and facility cost at 35% in some expenditure accounts. Human Resources
expenditures have'been moved out of Administration - Miscellaneous and moved into Wellness under Non -
Departmental. He told Counci'Ithat the proposal for the Contract - Landscape Services has come in above
projected budget with only one bid received. Staff is currently looking at alternatives for handling the landscaping
throughout the City through rebid or reducing landscape areas. Council Member Bradham stated that when
looking at changes, it is important to weigh cost versus quality with the City's image being so important as we
move forward.
Mayor Elmore asked about Insurance and when it was up for bid. City Manager Neuschafer stated that he did not
know of a time when insurance has been put up for bid. Miscellaneous is where we can get some of the money for
special projects, such as the dog park, as long as revenues come in as expected. In the Police Department budget,
Mayor Pro Tern Turnage recommended that everything be done to maintain accreditation through CALEA, City
Manager Neuschafer added that the City has realized some fuel cost savings due to Covid and buying in bulk.
Council Member Sills expressed concerns on the cell phone expense, Neuschafer said that about half of the
expense is MiFi for Police Vehicles. Assistant City Manager Boone added that using the cell phone as a hot spot
does not work as efficiently as the MiFi. He added that he had recently worked with Verizon going through the bill
line by line for officers and ended up saving about $3,500 a year.
Under planning and Inspections, demolitions has been decreased to try and handle more in-house. Under
Street/Cemetery Department, he pointed out the large expenditure the City is paying for street lights throughout
the City. He reminded Council that the City has to pay whether they are working or not so if street lights are out,
we want to report so they can be repaired as quickly as possible. He also added that no money has been budgeted
for replacing old sidewalk. Sanitation line item shows the 2% increase in the solid waste contract. He reviewed
the Powell Bill/Street Resurfacing page and where those funds come from within the budget.
He reviewed and explained Debt Service pages and compared it to the Debt Schedule distributed by Finance
Director Roberts, which shows debt service for a 5-year period. Under Contributions to Non -Profits, the only item
listed is $195,000 for Dunn PAL. Dunn Recreation has been reduced significantly including the reduction of two
employees and the fitness equipment. The largest reduction in the Library was in administration going from 4 to 3
employees.
Council Member Sills recommended the City look into a Beautification and IT committee, especially if there are no
costs involved. He also expressed some reservations concerning the budget. Council Member Bradham expressed
appreciation to City Manager Neuschafer and his staff for putting this budget together during such tough times.
Mayor Elmore again thanked the staff and reminded Council that an additional meeting canfbe scheduled if enough
concerns are expressed by Council Members.
With no further business to discuss, motion by Council Member. Sills and second by Council Member McLean to
adjourn the meeting at 4:22 p.m. Motion unanimously approved.

Chief West has been serving in law enforcement for 30 years. During his time at the City of Dunn, he has
made many improvements and left the Dunn Police Department a much stronger and better organization. He
worked hard with his team to earn CALEA accreditation, which was achieved in 2019.

CHIEF CHUCK WEST
SURPLUS AND AWARDING THEM TO HIM ON HIS RETIREMENT
WHEREAS, Charles L. "Chuck" West lI served as Chief of the Dunn Police Department from
December 1, 2017 until June 1, 2020, at which time he retired from the Dunn Police Department
and an active career in law enforcement spanning over 30 years; and
WHEREAS, North Carolina General Statute Chapter 20-187.2 authorizes governing boards of law
enforcement agencies to award to a retiring member the badge worn by him, as well as his
service weapon: Glock, 9mm caliber, Model 17, Serial Number PKW913; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn, North Carolina,
that the badge and service weapon (Serial # PKW913) with three magazines carried by Chief
West be declared surplus and awarded to him on the occasion of his retirement.
AND BE IT FURTHER RESOLVED that we extend our sincere appreciation to Chief West for
dedicated service rendered by him during his employment with the City of Dunn and the many
improvements and accomplishments achieved by the department under his leadership.

WHEREAS, a State of Emergency was declared for the City of Dunn in connection with the
State of Emergency declarations, both nationwide and statewide, in response to COVID-19;
and
WHEREAS, the City of Dunn has taken many precautions including limiting public access to
City facilities as well as to the City of Dunn Council and Planning Board meetings; and
WHEREAS, the limiting of access to Council meetings and Planning Board meetings were in
keeping with the Governor's Executive Order and to reduce the spread of COVID-19; and
WHEREAS, the Governor has moved the State of North Carolina to Phase 2, easing certain
COVID-19 restrictions; and
WHEREAS, the Governor has also exempted Local Governments from the COVID-19
restrictions placed on businesses and other agencies.
NOW, THEREFORE, pursuant to the authority vested in me as the Mayor of the City of Dunn
under Article 1A of Chapter 166A of the North Carolina General Statutes and the City of Dunn
Code of Ordinances:
I hereby amend the State of Emergency issued on May 16, 2020 to allow for limited access
by the public to the City of Dunn Council and Planning Board meetings with plans for public
and staff attendance to be established by the City Manager.
BE IT FURTHER RESOLVED that as COVID-19 statewide restrictions are eased and as our
State progresses through the phases outlined by the Governor, access limits to City meetings
and facilities will also ease until all access restrictions are lifted, in accordance to the
direction established by the City Manager.

administration to enter into contracts. Budget amendments are used to adjust the final budget and balance
income and expense statements.
BACKGROUND: This document includes the documentation for budget Amendments #8 through # 16,
and include the adjustments needed to cover: Retiree Insurance, City Attorney Fees, Tax Collection Fees,
Property Purchases, Animal Shelter use of Designated Fund Balance, Purchase Reimbursement for
School Resource Officer's vehicles, Installment Financing with USDA, and Installment Financing for
Computer Purchases.
The total amount of budget adjustments will be $627,676.23, Of this amount, the school resource officer
vehicle purchase reimbursement, the capital outlay from USDA, and the installment financing from First
Citizens for computers make up $272,693.37. There is $268,782.86 in property purchases. The Fund
Balance from the General Fund and the Water and Sewer Fund combined will decrease by $354,982,86.
The following six items make up this amount (Property Purchase $105,732,55, Property Purchase
$163,050.31, Retiree's Insurance $30,000, Legal Expenses, $26,000, Tax Collection Fees $20,000, and
Animal Shelter Upgrades $10,200).

FY 2020-2021 BUDGET
The proposed Fiscal Year 2020-2021 budget for the City of Dunn has been presented
to the City Council and is available for public inspection in the office of the Clerk at the
Dunn Municipal Building from 8:00 a.m. to 4:00 p.m. weekdays.
The City Council will hold a public hearing on the proposed budget on June 9, 2020 at
7:00 p.m. at the Dunn Municipal Building, 401 E. Broad Street, Dunn, NC, for the
purpose of receiving comments on the proposed budget. Persons wishing to be heard
are invited to make written or oral comments.

SECTION IV. SPECIAL AUTHORIZATION -BUDGET OFFICER
A. The Budget Officer shall be authorized to affect interdepartmental transfers, in the
same fund, not to exceed $5,000.
B. The Finance Director is hereby designated Finance Officer and is authorized to
make interfund loans for a period of not more than 60 days. The Finance Officer
shall establish and maintain accounting procedures which are in compliance with
the Statutes of the State of North Carolina.
C. Interfund transfers, established in the budget document, may be accomplished
without recourse to the council.
SECTION V. RESTRICTION -BUDGET OFFICER
The interfund transfer of monies, except as noted in Section IV -paragraph B and C, shall
be accomplished by Council authorization only.
SECTION VI. UTILIZATION OF BUDGET AND BUDGET ORDINANCE
The Ordinance and the Budget Document, shall be the basis of the financial plan for the
Dunn Municipal Government during the 2020-21 fiscal year. The Budget Officer shall
administer the budget and shall insure that the operating facilities are provided guidance
and sufficient details to implement their appropriate portion of the Budget.
SECTION VII. DISTRIBUTION
Copies of this Ordinance shall be furnished to the Clerk, to the Council, and to the Budget
Officer and Finance Director to be kept on file by them for their direction in the
disbursement of funds.

PURPOSE:
a) Public Hearing: Consideration of Ordinance to Demolish House —100 Poppy St.
PIN #: 1517-14-4010.000 The Public Hearing was advertised on May 29th, and June 2nd, 2020.
b) Purpose: Chief Building Inspector Steven King has conducted an inspection at 100 Poppy St.
and based upon his observations, the structure is unsafe and has been condemned in
accordance with G.S. §160A-426. The Chief Building Inspector also found the dwelling
dangerous or prejudicial to the public health or public safety and is a nuisance in violation of G,S.
§160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to N.C.G.S.
§ 160A-432, the City Council has the power to proceed with the demolition of this property.
Should Council decide to proceed with the demolition of the dwelling at 100 Poppy St. an ordinance (which is
attached) would need approval directing the Chief Building Inspector to remove or demolish said structure.
BUDGET IMPACT:
RECOMMENDATION/ACTION REQUESTED: Motion to adopt the ordinance directing the Building Inspector
to proceed with the demolition of the dwelling located at 100 Poppy St. (PIN #: 1517-14-4010.000)

DUNN, NORTH CAROLINA, UNDER AUTHORITY OF CHAPTER 160A, SECTION
364 OF THE GENERAL STATUTES OF NORTH CAROLINA, WILL HOLD A
PUBLIC HEARING AT 7:00 P.M. ON JUNE 9, 2020 IN THE COURTROOM OF THE
DUNN MUNICIPAL BUILDING.
THE FOLLOWING ITEMS WILL BE DISCUSSED:

(2) A HEARING WAS HELD ON MARCH 27, 2020 IN REFERENCE TO
THE DWELLING LOCATED AT 707 S. KING AVE. AT SAID HEARING,

AN ORDINANCE DIRECTING THE BUILDING INSPECTOR TO REMOVE OR DEMOLISH
THE PROPERTY HEREIN DESCRIBED AS AN UNSAFE BUILDING CONDEMNED
PURSUANT TO N.C.G.S. §160A-426, ET SEQ.
WHEREAS, that on February 191h, 2020, the Chief Building Inspector for the City of
Dunn sent a notice to Peggy J. Blackmon, Brittany Blackmon, and Joy Blackmon, the owner(s) of
record of structure located at 100 Poppy St. noting that the structure was in a condition that
constitutes a fire and safety hazard, and is dangerous to life, health and property and was
thereby condemned, pursuant to North Carolina General Statute §160A-426, and noticed the
property owner of a hearing on February 27th, 2020 at the office of the Chief Building Inspector
located at 102 North Powell Ave., Dunn, North Carolina pursuant to North Carolina General
Statute §160A-428; and
WHEREAS, on February 27th, 2020 a hearing was conducted by the Chief Building
Inspector Steven King. Following the completion of the hearing, the Chief Building Inspector
entered an Order, pursuant to North Carolina General Statute §160-429, declaring that the
structure referenced above is in a condition that constitutes a fire or safety hazard and is
dangerous to life, health or other property and ordering the property owner to repair or
demolish the structure on the property within sixty (60) days of the date of such Order, being

WHEREAS, the owner of the above described structure did not appeal the Order of the
Building Inspector within the ten (10) day time period prescribed in North Carolina General Statute
§ 160A-430 and such Order is therefore a final Order; and
WHEREAS, on May 29d', 2020 and June 2°d, 2020, the City of Dunn published legal
notices that a public hearing would be held before the Dunn City Council on June 9d', 2020 to consider
the adoption of this Ordinance, directing that the Building Inspector proceed with the demolition of the
structure described hereby, and that all costs incurred shall be a lien against such property, pursuant to
North Carolina General Statute § 160A-432; and
WHEREAS, the City Council of the City of Dunn, NC finds that the structure described
herein is dangerous or prejudicial to the public health or public safety and is a nuisance in violation of
North Carolina General Statute 160A-193; and
WHEREAS, this structure should be removed or demolished, as directed by the Chief
Building Inspector, and is an unsafe building condemned as set forth in North Carolina General Statute
§ 160A-426 and constitutes a fire and safety hazard; and
WHEREAS, the owner of this structure has been given a reasonable opportunity to
repair or demolish the structure pursuant to an Order issued by the Building Inspector on March 3rd,
2020 and the owner has failed to comply with this order;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Durai,
North Carolina that:
Section 1. The Building Inspector is hereby authorized and directed to place a placard on the
exterior of the structure described herein, containing the legend:
"This building is unfit for human habitation and is a public nuisance; the use or occupation of this
building for human habitation is prohibited and unlawful."

Section 2. The Building Inspector is hereby authorized and directed to proceed to remove or
demolish the above described structure in accordance with his Order to the owner thereof dated the 3rd
day of March, 2020 and in accordance with North Carolina General Statute §160A-432, based on the
owner's failure to comply with such Order.
Section 3. (a) The cost of removal or demolition shall constitute a lien against the real property upon
which the cost was incurred. The lien shall be filed in the office of the City Tax Collector, and shall
have the same priority and be collected in the same manner as the lien for special assessments in
Article 10 of Chapter 160A of the North Carolina General Statutes, and such costs shall also be lien
against any other real property owned by the owner of the property within the City of Dunn, North
Carolina, or within one (1) mile of the City of Dunn city limits, except for the property owner's
primary residence.
(b) Upon completion of the required removal or demolition, the Building Inspector shall sell the
useable materials of the structure and any personal property, fixtures, or appurtenances found in the
building and credit the proceeds against the cost of removal or demolition. The Building Inspector
shall certify the remaining balance to the Tax Collector. If a surplus remains after sale of the materials
and satisfaction of the cost of removal or demolition, the Building Inspector shall deposit the surplus
with the Harnett County Clerk of Superior Court where it shall be secured in the manner provided by
North Carolina General Statute § 160A-432.
Section 4. It shall be unlawful for any person to remove or cause to be removed the placard from
any building to which it is affixed. It shall likewise be unlawful for any person to occupy or to permit
the occupancy of any building therein declared to be unfit for human habitation.
Section 5. This ordinance shall become effective upon its adoption

NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL OF THE CITY OF
DUNN, NORTH CAROLINA, UNDER AUTHORITY OF CHAPTER 160A, SECTION
364 OF THE GENERAL STATUTES OF NORTH CAROLINA, WILL HOLD A
PUBLIC HEARING AT 7:00 P.M. ON JUNE 9, 2020 IN THE COURTROOM OF THE
DUNN MUNICIPAL BUILDING.

Section 2. The Building Inspector is hereby authorized and directed to proceed to remove or
demolish the above described structure in accordance with his Order to the owner thereof dated
the 6th day of April, 2020 and in accordance with North Carolina General Statute §160A-432,
based on the owner's failure to comply with such Order.
Section 3. (a) The cost of removal or demolition shall constitute alien against the real property
upon which the cost was incurred. The lien shall be filed in the office of the City Tax Collector,
and shall have the same priority and be collected in the same manner as the lien for special
assessments in Article 10 of Chapter 160A of the North Carolina General Statutes, and such costs
shall also be lien
against any other real property owned by the owner of the property within the City of Dunn,
North Carolina, or within one (1) mile of the City of Dunn city limits, except for the property
owner's primary residence.
(b) Upon completion of the required removal or demolition, the Building Inspector shall sell the
useable materials of the structure and any personal property, fixtures, or appurtenances found
in the building and credit the proceeds against the cost of removal or demolition. The Building
Inspector shall certify the remaining balance to the Tax Collector. If a surplus remains after sale
of the materials and satisfaction of the cost of removal or demolition, the Building Inspector shall
deposit the surplus with the Harnett County Clerk of Superior Court where it shall be secured in
the manner provided by North Carolina General Statute §160A-432.
Section 4. It shall be unlawful for any person to remove or cause to be removed the placard
from any building to which it is affixed. It shall likewise be unlawful for any person to occupy or
to permit the occupancy of any building therein declared to be unfit for human habitation.
Section S. This ordinance shall become effective upon its adoption.

exterior and being vacate for a number of years. Notice of Hearing sent to property owner, Linda
Maynard Pope.
March 27, 2020 — Hearing held by telephone between Steven King and owner, Mrs. Linda Maynard
Pope. I explained the condemnation process to her. She expressed no interest in repairing the house and
has had no luck in hiring anyone to demolish it for her.
April 6, 2020 — Order after Condemned Hearing notice allowing thirty (30) days for repairs or
demolition of property sent to owner. Appeal letter sent with this notice informing Mrs. Linda Maynard

Chief Building Inspector Steven King has conducted an inspection at 911 Fairground Rd. and based upon his
observations, the structure is unsafe and has been condemned in accordance with G.S. §160A-426, The
Chief Building Inspector also found the dwelling dangerous or prejudicial to the public health or public safety
and is a nuisance in violation of G.S. §160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to N.C.G,S,
§ 160A-432, the City Council has the power to proceed with the demolition of this property.
Should Council decide to proceed with the demolition of the dwelling at 911 Fairground Rd. an ordinance

AN ORDINANCE DIRECTING THE BUILDING INSPECTOR TO REMOVE OR DEMOLISH
THE PROPERTY HEREIN DESCRIBED AS AN UNSAFE BUILDING CONDEMNED
PURSUANT TO N.C.G.S. §160A-426, ET SEQ.
WHEREAS, that on,September 3rd, 2019, the Chief Building Inspector for the City of Dunn
sent a notice to James W. Phillips and Derek Phillips, the owner(s) of record of structure located at 911
Fairground Rd. noting that the structure was in a condition that constitutes a fire and safety hazard, and is
dangerous to life, health and property and was thereby condemned, pursuant to North Carolina General
Statute § 160A-426, and noticed the property owner of a hearing on September 12th, 2019 at the office of the
Chief Building Inspector located at 102 North Powell Ave., Dunn, North Carolina pursuant to North
Carolina General Statute § 160A-428; and
WHEREAS, on September 121h, 2019 a hearing was conducted by the Chief Building
Inspector Steven King, following the completion of the hearing, the Chief Building Inspector entered an
Order, pursuant to North Carolina General Statute §160-429, declaring that the structure referenced above is
in a condition that constitutes a fire or safety hazard and is dangerous to life, health or other property and
ordering the property owner to repair or demolish the structure on the property within sixty (60) days of the
date of such Order, being December 9"', 2019; and
WHEREAS, the owner of the above described structure did not appeal the Order of the
Building Inspector within the ten (10) day time period prescribed in North Carolina General Statute §160A-
430 and such Order is therefore a final Order; and
WHEREAS, on January 29"', 2020 and February 4"', 2020, the City of Dunn published legal
notices that a public hearing would be held before the Dunn City Council on February 11"', 2020 to consider
the adoption of this Ordinance, directing that the Building Inspector proceed with the demolition of the
structure described hereby, and that all costs incurred shall be a lien against such property, pursuant to North
Carolina General Statute §160A-432; and
WHEREAS, the City Council of the City of Dunn, NC finds that the structure described
herein is dangerous or prejudicial to the public health or public safety and is a nuisance in violation of North
Carolina General Statute 160A-193; and
WHEREAS, this structure should be removed or demolished, as directed by the Chief
Building Inspector, and is an unsafe building condemned as set forth in North Carolina General Statute
§ 160A-426 and constitutes a fire and safety hazard; and
WHEREAS, the owner of this structure has been given a reasonable opportunity to repair or
demolish the structure pursuant to an Order issued by the Building Inspector on October 101h, 2019 and the
owner has failed to comply with this order;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn, North
Carolina that:
Section 1. The Building Inspector is hereby authorized and directed to place a placard on the exterior of
the structure described herein, containing the legend:
"This building is unfit for human habitation and is a public nuisance; the use or occupation of this building
for human habitation is prohibited and unlawful."

April 2"', 2020 — Walk through performed at the house with Mr. Tom Hamilton to get an update on the
progress made since the March walk through. Fireplace and chimney have been removed with repairs
made to the floor system and roof/ceiling system where fireplace was located. Floor system has been
repaired in most rooms with new OSB installed. Closets have been framed up in the bedrooms.
Notice was given to Mr. Hamilton about the April 14th, 2020 City Council meeting and that an update
was going to be provided to Council. Mr. Hamilton submitted a list to me in reference to what repairs
had been made up until this point and also a list of items that he expects to complete over the next sixty
(60) days if Council agrees to table the item until the June 2020 Council Meeting.
April 14111, 2020 — Scheduled for update to City Council. City council agreed to table the item to give an
additional sixty (60) days for the owner to continue to make improvements to the dwelling.
June Isr, 2020 — Site visit performed and updated pictures were taken. All new windows have been
installed as well as some more exterior repairs. No official inspections for the permit have taken place at
this time.

The City Council adopted an ordinance to demolish the property on November 12, 2019 but also allowing the
new owner, Jada S. Wiggins, ninety (90) days to bring the property up to code. City Council instructed Chief
Building Inspector, Steven King, to defer any demolition activities for ninety (90) days to allow time for repairs.

AN ORDINANCE DIRECTING THE BUILDING INSPECTOR TO REMOVE OR DEMOLISH
THE PROPERTY HEREIN DESCRIBED AS AN UNSAFE BUILDING CONDEMNED
PURSUANT TO N.C.G.S. §160A-426, ET SEQ.
WHEREAS, that on August 20th, 2019, the Chief Building Inspector for the City of
Dunn sent a notice to Barbara M. Elliott, the owner(s) of record of structure located at 700
Lincoln St. noting that the structure was in a condition that constitutes a fire and safety hazard,
and is dangerous to life, health and property and was thereby condemned, pursuant to North
Carolina General Statute §160A-426, and noticed the property owner of a hearing on August
28th, 2019 at the office of the Chief Building Inspector located at 102 North Powell Ave., Dunn,
North Carolina pursuant to North Carolina General Statute §160A-428; and
WHEREAS, on August 28th, 2019 a hearing was conducted by the Chief Building
Inspector Steven King, following the completion of the hearing, the Chief Building Inspector
entered an Order, pursuant to North Carolina General Statute §160-429, declaring that the
structure referenced above is in a condition that constitutes a fire or safety hazard and is
dangerous to life, health or other property and ordering the property owner to repair or
demolish the structure on the property within sixty (60) days of the date of such Order, being
October 29th, 2019; and

WHEREAS, the owner of the above described structure did not appeal the Order of the
Building Inspector within the ten (10) day time period prescribed in North Carolina General Statute
§160A-430 and such Order is therefore a final Order; and
WHEREAS, on November 1st, 2019 and November 5th, 2019, the City of Dunn
published legal notices that a public hearing would be held before the Dunn City Council on November
12th, 2019 to consider the adoption of this Ordinance, directing that the Building Inspector proceed
with the demolition of the structure described hereby, and that all costs incurred shall be a lien against
such property, pursuant to North Carolina General Statute § 160A-432; and
WHEREAS, the City Council of the City of Dunn, NC finds that the structure described
herein is dangerous or prejudicial to the public health or public safety and is a nuisance in violation of
North Carolina General Statute 160A-193; and
WHEREAS, this structure should be removed or demolished, as directed by the Chief
Building Inspector, and is an unsafe building condemned as set forth in North Carolina General Statute
§ 160A-426 and constitutes a fire and safety hazard; and
WHEREAS, the owner of this structure has been given a reasonable opportunity to
repair or demolish the structure pursuant to an Order issued by the Building Inspector on August 30th,
2019 and the owner has failed to comply with this order;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn,
North Carolina that:
Section 1. The Building Inspector is hereby authorized and directed to place a placard on the
exterior of the structure described herein, containing the legend:
"This building is unfit for human habitation and is a public nuisance; the use or occupation of this
building for human habitation is prohibited and unlawful."

Section 2. The Building Inspector is hereby authorized and directed to proceed to remove or
demolish the above described structure in accordance with his Order to the owner thereof dated the
30th day of August, 2019 and in accordance with North Carolina General Statute §160A-432, based on
the owner's failure to comply with such Order.
Section 3. (a) The cost of removal or demolition shall constitute a lien against the real property upon
which the cost was incurred. The lien shall be filed in the office of the City Tax Collector, and shall
have the same priority and be collected in the same manner as the lien for special assessments in
Article 10 of Chapter 160A of the North Carolina General Statutes, and such costs shall also be lien
against any other real property owned by the owner of the property within the City of Dunn, North
Carolina, or within one (1) mile of the City of Dumm city limits, except for the property owner's
primary residence.
(b) Upon completion of the required removal or demolition, the Building Inspector shall sell the
useable materials of the structure and any personal property, fixtures, or apptutenances found in the
building and credit the proceeds against the cost of removal or demolition. The Building Inspector
shall certify the remaining balance to the Tax Collector. If a surplus remains after sale of the materials
and satisfaction of the cost of removal or demolition, the Building Inspector shall deposit the surplus
with the Harnett County Cleric of Superior Court where it shall be secured in the manner provided by
North Carolina General Statute § 160A-432.
Section 4. It shall be unlawful for any person to remove or cause to be removed the placard from any
building to which it is affixed. It shall likewise be unlawful for any person to occupy or to permit the
occupancy of any building therein declared to be unfit for human habitation.
Section 5. This ordinance shall become effective upon its adoption.

Mayor Harris opened the public hearing concerning the condemnation and demolition of the single-family structure
owned by Jada S. Wiggins at 700 Lincoln St. The public hearing was duly advertised on November 1 and November
5, 2019.
Comments were heard from Frank Taylor, grandfather of Ms. Wiggins, asking for a 90 day extension. With no further
comments, the public hearing was closed at 7:45 p.m. A copy of the legal notice is incorporated into there minutes as
Attachment #3. "

"Consideration of Ordinance to Demolish House — 700 Lincoln St, PIN #: 1516-97-5347.000
Chief Building Inspector King presented, for consideration, ordinance to demolish house at 700 Lincoln St. Based
upon his observations, the structure is unsafe and has been condemned in accordance with G.S. § 160A-426. Discussion
followed on allowing the extension for time to restore the property as some clean-up has aheady been done. The
property was purchased by Ms. Wiggins on September 1, 2019. Council Member Maness said that historically the
ordinance was adopted and once the property was updated the ordinance could be rescinded.
After discussion, motion by Council Member Maness and second by Council Member McNeill to adopt the Ordinance
to Demolish for dwelling located at 700 Lincoln St, PIN #: 1516-97-5347.000, but to direct the Building Inspector not
to proceed with the demolition at this time but to present the Council with monthly progress reports and to notify
Council when issuance of a certificate of occupancy has been made so that the Council can rescind the Ordinance to
Demolish at that time. Motion unanimously approved. A copy of Ordinance (02019-17 is incorporated into these
minutes as Attachment #10. "

coverings and floor coverings removed. No noted repairs were observed to correct the unsafe portions of
the dwelling. Permit has not been paid for or picked up so therefore it is not issued for the repairs to be
done. Public hearing notice was sent to new owner, Jada S. Wiggins, notifying her of the Council

March 171', 2020 — Utilities called in to be disconnected due to lack of communication and any
additional inspections requested. Letter sent to owner notifying them of the demolition order in place and
the property was going to be scheduled to be demolished when all utilities were disconnected.
March 20", 2020 — Walk-thru performed with Mr. Frank Taylor to check on the progress of the job. Not
much progress had been made since the last inspection in December 2019.

violations that need to be corrected. Plumbing rough -in re -inspection requested and performed, was

First and foremost, I would like to thank you for your understanding and patience in
working with me with the property at 700 Lincoln Street. On April 22" d, I had.a plumbing and
drain line inspection by Slater Johnson, who passed the line pressure test at 110 Ibs of pressure,
but was unable to complete the drain test because I would need to have a bathtub full of water.
Therefore, I am asking the city of Dunn to replace the water meter, at no cost to us, so I may

Purpose
The purpose of this document is to illustrate, in detail, a proposed
route for an urban, pedestrian trail connecting Tyler Park and Tart
Park, the City of Dunn's premier park facilities. The proposed route
will also connect the Dunn -Erwin Rail Trail with downtown Dunn.
This document is intended to offer essential information for use by
decision makers. It describes a proposed route, the advantages of
the route, the work needed to "build" the route, and estimates of
associated costs. Staff intends for there to be enough detail to
support a Request for Bids.
This proposed route is for pedestrians. If implemented, it will consist
of a continuous sidewalk between the two parks, the downtown and
rail trail, clearly marked along the way by wayfaring signs.
Contents
This proposed pedestrian route is described in three ways: (1) a
short narrative, (2) street level photos, and (3) aerial photography.
The aerials come from Harnett County's Tax Parcel / GIS Viewer
(httos://gis harnett.orx/�isviewer/ ). The images at street level come from
Google and photos taken by City staff.
The idea for this trail was generated at the Dunn City Council Annual
Budget Retreat held February 28-29, 2020 in New Bern, NC.
Direction was given to staff to have a trail substantially complete by
December 31, 2020.
Brief narrative description
This route connects the Dunn -Erwin Rail Trail, Tyler Park, downtown
Dunn, and Tart Park. The length of the walk is roughly measured at
9,040 linear feet, or approximately 1.7 miles.
Pedestrians will begin where the Dunn -Erwin Rail Trail crosses
Orange Avenue. As they proceed south on the west side of Orange,
they will see Tyler Park on their right, one block to the west. But if
Tart Park is their destination, they will continue four blocks on
Orange to Broad Street, turning left on the north side of Broad, and
continue seven blocks on Broad over the railroad tracks to the west
side of Wilson Avenue, where they will turn south, crossing Broad.
They will proceed south and cross Cumberland Street (SR 401) on
the west side of Wilson, continuing their stroll one block to the
south side of Divine Street, a total of two blocks. Once on the south
side of Divine, where the Dunn Municipal Library is, they will turn
east again and proceed one block on the south side of Divine to
Clinton Avenue, crossing over Clinton to the east side of this state
road (SR 301). Now on the east side of Clinton, pedestrians will
amble south seven blocks to Best Street, turning east on the south
side of Best. They will stroll along the south side of Best two blocks
then cross over Elm Avenue. Once on the east side of Elm, they will
turn south again where they will see approximately 150 feet in the
near distance on their left the western edge of Tart Park.
Orange Avenue from Rail Trail to Broad Street
The route begins where the Dunn -Erwin Rail Trail meets
Orange Avenue. Proceed south on the west side of Orange.
Tyler Park is one block east and can be accessed by turning
west at either Harnett or Edgerton. To continue to Tart Park,
turn left (east) on north side of Broad.
Continue east on north side of Broad Street
Proceed seven blocks east on Broad over the railroad tracks
and into downtown Dunn.
Turn right at Wilson, head south on the west side of Wilson
Head south on west side of Wilson, cross Cumberland to Divine at
the corner with Dunn Municipal Library. Turn left (east) on south
side of Divine and continue toward Clinton.
Cross Clinton at light and turn south on east side of
Clinton Avenue
The route continues south on the east side of Clinton Avenue for
eight blocks.
Continue south on the east side of Clinton Avenue
Continue on Clinton to Best Street. Cross Best Street, then
turn left to head east on the south side of Best Street.
Continue on south side of Best Street to Elm Avenue
On the south side of Best Street cross Elm Avenue. On the east side
of Elm Avenue head south approximately 150 feet to Tart Park.

To complete the RFP process and reject the bid received on May 15, 2020 pertaining to the Landscape
Maintenance Contract and approve a one-year contract extension with Old Mill Stream, Inc for $182,000,
from July 1, 2020 to June 30, 2021.
BACKGROUND:
The City advertised its Landscape Maintenance Contract through an RFP process, in which we only received
one (1) bid on 05/1512020. The cost to maintain our current scope of work, while also adding various new
sites, increased the cost higher than originally budgeted. The scope of work has been revised and reduced to
extend the current contract with Old Mill Stream for one (1) year, with various areas of maintenance to be
handled by our Public Works Department, Old Mill Stream will continue to maintain a large portion of the
landscape services currently provided, including cemeteries. The current Covid-19 pandemic most likely
hindered our ability to receive an adequate amount of responses. We will advertise the RFP early 2021 in
hopes of receiving a larger turnout.
BUDGET IMPACT:
$182,000.00 - covered in the existing FY2020-2021 Proposed Budget.
RECOMMENDATION/ACTION REQUESTED:
Motion to reject the current Landscape RFP bid and approve a one (1) year extension of Old Mill Stream's
current contract at a reduced scope to the amount of $182,000 beginning July 1, 2020 and ending on June
30, 2021.

• The City, as of May 31, 2020, had $3,807,431 in cash in the General Fund and $2,360,862 in
the (NCCMT Term Account) Water -Sewer Fund. Through May of 2019, the City had $3,827,533 in
the General Fund and $2,315,884 in the Water and Sewer Fund. This is slightly less than the same
time last year.
• Our Taxes for the 2019 year are for all intents and purposes complete. We do not expect any
substantial amount to be collected this month. To -date we have received approximately
$4,183,387 in property taxes or approximately 99% of our expected tax income. Our Estimate for
the 2019 year is $4,223,600. These totals include Property, Motor Vehicles, and Downtown
Service District taxes.
• Sales Tax Revenue through March is $1,823,469. Our Budget for that income is set at
$2,212,000. Sales Tax Reports from the Department of Revenue are provided at least two months
behind actual collections. This is 82.4% of our total expected income. This is the area that will be
hit hardest by the COVID-19, "Stay at Home" decree.
• Utilities Sales Taxes are reported quarterly. Through the second quarter, the month of
December, has been reported. The total received to -date is $525,935. This amount includes
Electricity, Natural Gas, Telecommunications, and Video Programming Sales Taxes. It is budgeted
for these areas at $747,000. We will receive our next tax payment around the middle of this month.
• Building Permit Fees for the month of May were $6,506 for a total collected for the year of
$119,459 or 149% of budget. Our budget for the year is $80,000.
• Water and Sewer Revenues for the month of April were $446,866. Our total to date collected
is $5,208,758 or 93.13% of budget. Year to -date in 2019 was $4,336,763. Our budget for the year
is $5,593,000.
• Expenditures are at 88.4% of budget in the general fund. Our Budget is $11,597,100 and we
have expended $10,246,598. The Water and Sewer fund has spent 84.9% of budget which was
$6,239,950 and we have expended $5,298,708. The benchmark for this period is 92% of budget.

• The General Fund assessments, Water and Sewer assessments, and old demolitions total $127,314. Of
this more than $82,000 is over 10 years old. This amount does not change from month to month.
• For our Weedy Lots and new Demolitions, we have billed out $395,586, made adjustments and
received payments totaling $128,687. That leaves us with the amount owed the city of $ 266,889.
Down $660 from last month.
• We have 30 liens in place totaling more than $ 185,000. No new changes for this month.
• No new Debt letters were sent this month.
• Of the total amount owed to the city, $360,852, there are $94,131 worth of debts that are over 10 years
old and are uncollectable. That leaves us with $266,721 available for collections. 69.4% of this
amount has a lien placed on the property.
• 140 property owners make up approximately $230,000 worth of the debt. 55 property owners make
up $199,000 of this amount. We only have 7 property owners in arrears where we do not have a valid
address.
• Pope Law Group is currently working on foreclosures for Richard Thompson & Frank Turner Heirs.
Currently, they are unable to go into the Courthouse to search Will files but they are working to have all
information together so they can proceed once the Courthouse is accessible.

During the month of May I worked on getting a software in place to have fillable
forms for our website. Something simple that the public can fill out and submit and it
goes straight to the appropriate staffs email. I have also continued putting together
our Social Media Policy.

I am continuing to work with Department Heads on ways to stay active with the
Public during this pandemic. I am also working on our Social Media Policy. I am
pulling together different City's Policies and creating one that fits our standards.

My main goal by the end of June is to have all of our forms online fillable. This
includes all permit, zoning, water, and employment applications. I also hope to have
a rough draft of our Social Media Policy ready for review.

Dunn Parks & Recreation May Monthly Narrative Report
Sports Programs
All Dunn Parks and Recreation activities continue to be suspended. The City takes this action as a
precaution of COVID-19. The health and well-being of our players is most important to us. This included
the following:
Adult basketball
Youth free play basketball
Senior pickleball
The decision to cancel our Spring sports season was made on May 8, 2020 after looking at the
governor's reopening plan for the state in phases. The Finance Department is working on issuing refunds
to those participants.
The P K Vyas Recreational Center also closed to the public has a precaution of COVID-19. This included
gym members and senior walkers.
Sports Registration
We don't have any current registrations going on at this time.
Online Gaming
We began accepting registrations for a free online gaming ESports Madden 20 tournament on May 22nd
The deadline to register is June 5th. We have 2 age divisions which include 8-17 years old and 18 years
& older. The tournament schedule is:

Our board met last on Tuesday, February 12th at 6:00 p.m. at Dunn Parks & Recreation. The next
scheduled meeting was scheduled to be held on Tuesday, April 14th at 6:00 p.m. We will set a new date
once the guidelines for COVID-19 are updated for larger meeting groups.

Minutes of Meeting
Feb. 18, 2020
The Dunn ABC Board met on Feb. 18, 2020. Present at the meeting: Board Members,
Alice Judd and Lynn Jernigan, Finance Officer, Charles Willis, Manager, Robert Parker,
who served as Secretary to the Board. Board Member Dal Snipes did not attend.
Mr. Parker presented the minutes of the Jan. 21, 2020 meeting that were approved by the
Board.
Each Board Member was given a copy of the Jan., 2020 Financial Statement. The Board
reviewed the statement noting sales in Jan. are $9248.90 above last year. Year to date
sales are $70193.41 above last year. Mixed Beverage sales are $7162.55 above last year.
The 3°d quarter profit distribution to the City if Dunn has been made.
There was a break-in at store #1 12-19-2019 that cost the Board $1484.85. An insurance
claim has been filed. Check for $984.00 has been received.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Mar. 17, 2020
