Currently, our county, state, and nation are dealing with an unprecedented event with the Coronavirus (COVID-19) pandemic. Our schools are closed while learning and work are taking place at home or in remote locations. We are not confident that students will return by the end of the school year. We are currently ensuring our schools stay conditioned and maintained. Also, we are distributing lunch and breakfast each weekday. Our teachers are educating our students virtually using conferencing and learning management software. Many of our students do not have access to this technology or adequate internet in their home and must learn using printed packets developed by our schools. We do not know the long term fiscal and instructional impact this closure will have on our school district. Although we face uncertainty with this pandemic, Harnett County Schools is increasing in student enrollment by adding additional opportunities for students. We also believe we are the most military-friendly school district by being the only school district to submit an application for the NC Purple Star Award for every school in the county. This award is given to schools that provide a commitment to military-connected families through student support and staff development. We are able to do all of this as increasing school choice options open in our communities. Our students are performing over last year's accountability numbers as well . The 4-year cohort graduation rate for Harnett County has increased to 87% and exceeds the state's graduation rate. It is important to know that 76% of our schools met or exceeded academic growth this past school year. More teachers than ever are choosing to stay in Harnett County. Our teacher attrition rate has dropped from 17 .8% in 2018 to 12.9% in 2019. This is attributed to the increased professional development opportunities, beginning teacher support, and increase in local teacher supplement. Utilizing state grant funds, our focus to ensure our schools are more secure and safer to students, we have added Aiphone and RFID technology to lock our front doors and new HD digital cameras to most of our school buildings. This year we are requesting your support in finishing this project to 100% of our school buildings. 052620wsa HCBOC Page 8 Our funding request this year continues to focus on employee salaries, student safety, new and renovated school facilities, and equipment upgrades. Our current expense requests focus on reaching our goal of a 10% teacher supplement and increasing the salary of our classified employees. As our population continues to grow, so does our need for new school buildings. We are currently in the final stages of the Erwin Elementary School demolition and we have purchased land for a new Northwest Harnett Elementary School. This year we are asking for a new high and middle school south of Lillington to reduce overcrowding at Harnett Central High and Middle Schools. Also, we are requesting renovations and expansions at four elementary schools. The Harnett County Board of Education has also approved a new "School Facilities Needs List" that is also included in this document. We realize that it takes a partnership to move our school district forward and we appreciate the continued cooperation from the Board of County Commissioners. While the current environment doesn't allow for face-to-face meetings, a remote joint meeting between our boards would allow the superintendent to present this year's funding and school building request. In Harnett County, the North Carolina Office of State Fire Marshal is responsible for conducting regular inspections of our contracted fire departments as part of the North Carolina Response Rating System (NCRRS). The NCR RS rating system ranges from one (highest) to 10 (lowest, not recognized as a certified fire department by the state). Higher ratings can significantly lower homeowners' insurance rates in that fire district. Properties that are more than six road miles from a responding station shall be given a public protection classification rating of "PPC 10". Due to a recent division of property and access to the parcel(s) along the Summerville- Bunnlevel and Westarea Fire Protection Service District lines one or more properties are beyond six road miles from the re sponsible fire department. Therefore, cl assifying these properties a "PPC 10". To better serve our citi zens', I am re spectfully requesting we change Westarea Fire Department, Serv ice District (see Exhibit-A) and Summerville- Bunnlevel Fire Department, Service District (see Exhibit-B) to afford the affected property owners lower insurance rates. County of Harnett currently contracts with both departments to provide fire protection services in these districts. These service districts were established for, and continue to provide substantially similar services. Summerville-Bunnlevel and Westarea Fire Protection Service Districts, were established upon a finding that there was a demonstrable need for providing fire protection services within the areas of the districts, that it wa s impossible or impracticable to provide fire protection services on a county-wide basis, that it was economically feasible to provide fire protection service for the districts without unreasonable or burdensome annual tax levies, and that there was a demonstrable demand for fire prote ction service s by persons re siding in the districts. County of Harnett contracts with Summerville- Bunnlevel and Westarea fire d e partments to furnish fire protection service s, facilitie s and functions pursuant to the standards set forth by the North Carolina Dep a rtment of In surance, County of Harnett and all other pertinent federal, state, and local laws and regulations within the boundaries of their fire protection se rvice districts. Their Fire Protection Districts will be defined in the attached map of the Fire Protection District and on record with the Clerk to the Harnett County Board of Commi ssioners and in the GIS/Land Records Management of Harnett County. The only change in response will be on single station responses, such as woods, brush, grass , and vehicle fires. These types of incidents only require response from the primary fire district in which the parcel lies. Both, Summerville-Bunnlevel and Westarea Protection Service Districts operate on a $.10 tax levy per $100 valuation . These changes will result in an approximate $1,000 increase in revenue for Westarea Fire Protection Service District based on current real property tax values and a decrease of approximately $315 for Summerville-Bunnlevel Fire Protection Service District. These changes should have minimal fiscal and operational impacts on the affected fire departments while providing an unswerving service to our homeowners at an equal or lower PPC. I St r, ct us w,, ..... , "1C w,1,...,., 052620wsa HCBOC Page 27 RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS DECLARING ITS fNTENT TO RELOCATE BOUNDARY LINES BETWEEN ADJOfNING FIRE PROTECTION SERVICE DISTRICTS WHEREAS, pursuant to North Carolina General Statute§ 153A-301, the Harnett County Board of Commissioners (hereinafter referred to as the "Board") adopted a resolution on May 16, 2011 to establish fire protection service districts in Harnett County; and WHEREAS, pursuant to North Carolina General Statute § 153A-304.3, the Board may by resolution relocate the boundary lines between adjoining fire protection service districts if the districts were established for substantially similar purposes; and WHEREAS, the Harnett County Fire Protection Service Districts, including the West Area and Summerville-Bunnlevel Fire Protection Service Districts, were established upon a finding that there was a demonstrable need for providing fire protection services within the areas of the districts, that it was impossible or impracticable to provide fire protection services on a county-wide basis, that it was economically feasible to provide fire protection service for the districts without unreasonable or burdensome annual tax levies, and that there was a demonstrable demand for fire protection services by persons residing in the districts; and WHEREAS, the Board believes that it is in the best interest of the affected property owners of the West Area and Summerville-Bunnlevel Fire Protection Districts to relocate the boundaries of these districts; and WHEREAS, the Board declares its intent to adopt a resolution to relocate the boundaries of the West Area and Summerville-Bunnlevel Fire Protection Service Districts; and WHEREAS, prior to the adoption of a resolution to relocate the boundaries of the service districts, the Board shall make available to the public a report containing a map showing the current and proposed boundaries of the districts, a statement that the proposed boundary relocation meets the requirements of subsection (a) of North Carolina General Statute§ l 53A-304, a plan for providing service to the area affected by the relocation of district boundaries, and the effect that the changes in the amount of taxable property will have on the ability of the district to provide services or to service any debt; and WHEREAS, the Board calls a public hearing on the matter to hear all interested persons prior to taking action on this request; and 052620wsa HCBOC Page 28 NOW, THEREFORE BE IT RESOLVED by the Harnett County Board of Commissioners as follows: 1. It is declared to be the intent of the Hamett County Board of Commissioners to approve the relocation of the boundary lines between the West Area and Summerville-Bunnlevel Fire Protection Districts. 2. A report will be made available for public inspection in the office of the clerk of the Harnett County Board of Commissioners and on the Harnett County webpage www.hamett.org under "Hamett Happenings." Said report shall contain a map showing the current and proposed boundaries of the district, a statement that the proposed boundary relocation meets the requirements of subsection (a) of North Carolina General Statute § 153A-304, a plan for providing service to the area affected by the relocation of district boundaries, and the effect that the changes in the amount of taxable property will have on the ability of the district to provide services or to service any debt for at least two weeks before the date of the public hearing. 3. A public hearing on the proposed relocation of the West Area and Summerville-Bunnlevel Fire Protection Districts boundary lines shall be conducted by the Hamett County Board of Commissioners at 6:00 p.m. on the 15th day of June, 2020, at which time the Board shall hear all interested persons who appear with respect as to whether the Board should adopt the proposed boundary lines. The Harnett County Board of Commissioners will continue to follow the guidance from Governor Cooper's office regarding public gatherings during the COVID-19 pandemic. Bradham City Manager Steven Neuschafer As an introduction to its offer to purchase property, the City of Dunn would like to provide you with some historical information related to how the City of Dunn water system has evolved over time and why there is a need for the City to purchase the adjoining properties owned by Harnett County. The City of Dunn has owned and operated its own water treatment facility on the s ame 11.36 acre site in Erwin, on the Cape Fear River since the 1920s. The original water treatment facility had a capacity of 2 million gallons per day (MGD) and provided water service to the City of Dunn and the Town of Erwin. By the 1960s, the City of Dunn exceeded the capacity of that facility and replaced that water treatment plant with a new facility having a capacity of 4 MGD. The next step towards becoming a regional supplier occurred in the 1980s when Dunn agreed to provide water service to the Town of Benson in Johnston County. During that same time period the Town of Erwin constructed its own water treatment facility to provide water service to its residents and the Erwin Mill textil e facility. Approximately 20 years later, the Town of Erwin would sale its water and sewer assets to the County with both the water and wastewater plants being decommissioned. In the late 1980s, Dunn agreed to serve as a water supplier to several rural systems within Harnett County, also known as the Southeast Water and Sewer District of Harnett County. The agreement extended service north and south of Dunn along Highway 301 and east of Dunn along Highway 421 and NC 55. In 1990, Dunn agreed to provide water service south along Highway 301 to the Town of Falcon and subsequently serves as a pass-through of water to the Town of Godwin. Recognizing the regional nature of our water treatment facility, the City of Dunn expanded its current facility to 8 MGD. The project included upgrading the raw water station, some additional on-site storage, and most importantly, a 24" transmission main into the City of Dunn. In 1996, the City of Dunn entered into an agreement with Sampson County to supply water to Sampson County's Water and Sewer District II, through two interconnections located on NC 55 and US 421. In 2012, the City of Dunn and Eastover Sanitary District extended a 12" waterline into Cumberland County in order to provide water service to the District's approximately 3,000 customers. Dunn's water treatment facility is approximately 60 years old and in an effort to avoid catastrophic interruptions to its drinking water supply, the City had two independent engineering firms investigate the feasibility of expanding the current facility. In both cases, the firms have indicated that the current facility cannot be expanded due its close proximity to West "E" Street. They also indicated that building a new treatment facility from the ground up is going to be most economical considering the structural and mechanical work that would be required. Also, trying to build a new plant on the existing site would be very challenging, if not impossible, while continuing to supply drinking water to its customers. After much discussion and planning efforts related to the City of Dunn's future water supply and the communities that the City is obligated to serve, City leaders are reaching out to the County to discuss the purchase of the adjoining properties. The reservoir property and the wastewater treatment property are not being used by the County and therefore, in our opinion, have become a liability for the County to maintain. In order for the City of Dunn to meet the water supply needs of the communities that the City serves for many years to come, a new treatment facility and additional land is going to be required. Whether we purchase the County's land or relocate our facility on the Cape Fear River, the City of Dunn is committed to ensuring we have a reliable water source for the future.
