102008r 903 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting October 20, 2008 The Harnett County Board of Commissioners met in regular session on Monday, October 20, 2008, in the Commissioners Meeting Room, County Administration • Building, 102 East Front Street, Lillington,North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Commissioner House was absent due to illness in his family. Staff present: Neil Emory, County Manager Wm. A. (Tony)Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner McNeill led the pledge of allegiance and prayer. Vice Chairman Hill moved to approve the agenda as published. Commissioner Andrews seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner Andrews, the Board unanimously approved the following items on the consent agenda: • 1. Tax refunds (Attachment 1) Chairman Byrd presented for the Board's consideration a resolution to recognize and honor Neil Emory on his retirement as Harnett County Manager after fifteen and a half years of service. Commissioner Andrews moved to adopt the resolution. Vice Chairman Hill seconded the motion and it passed unanimously. (Attachment 2) Chairman Byrd read and presented the resolution to Mr. Emory and each commissioner present shared memories and wished Mr. Emory well in his retirement. Vice Chairman Hill recognized Mr. Emory's family and presented gifts to his wife Elizabeth, daughter Hannah and son Taylor. Mrs. Hill also recognized other members of his family and thanked them all for sharing Mr. Emory with the county. Family members attending from out of town were his parents, Mr. &Mrs. Jerry Emory, his brother Jeff, brother Mark and his wife Lynn and nephew Brad Emory and his wife, Brooke and Mrs. Emory's parents, Mr. & Mrs. Heber Woolard. Congressman Bob Etheridge read and presented Mr. Emory with a framed copy of the Congressional Record of September 29, 2008, when Mr. Etheridge read to the United 111 States House of Representatives, a tribute to Neil Emory, which will become a permanent part of the official history of the United States. Governor Michael Easley was unable to attend the meeting so Chairman Byrd read and presented The Order of the Long Leaf Pine the governor conferred on Neil A. Emory. This award is among the most prestigious awards presented by the Governor of North Carolina and is presented to individuals who have a proven record of extraordinary service to the state. Contributions to their communities, extra effort in their careers, and many years of service to their organizations are some of the guidelines by which recipients are selected for this award. Vivien McMahon, Director of Development, College of Arts & Sciences, Appalachian State University, presented Mr. Emory with a certificate of appreciation that reads: "In honor of your years of service to the citizens of Harnett County and because of your love of both Appalachian State University and Harnett County, your family, friends and colleagues have established The Neil A. Emory Scholarship Endowment for Harnett County to provide scholarship support for a freshman from Harnett County who will be attending Appalachian State University." The first scholarship will be awarded in 2009. Amy Noel, President, Harnett County Veterans Council, presented Mr. Emory with a plaque"In appreciation for your time, talent, professionalism and personal caring has helped make our Veterans Park a success, thank you". 1110 Jim Caldwell, Executive Director, Mid-Carolina Council of Governments, presented Mr. Emory with a Certificate of Appreciation"In appreciation for your dedication to the Region through 15 years of service as Harnett County Manager and in recognition of your outstanding contributions to the Region's progress through intergovernmental cooperation among its local governments." 905 Representative David Lewis presented Mr. Emory a Certificate of Acknowledgement and Congratulations from the North Carolina House of Representatives and a State of North Carolina flag that was flown over the State Capitol Building on October 8, 2008. Representative Lewis brought a letter and presented for Senator Harris Blake, a Certificate of Congratulations from the Senate of the North Carolina General Assembly. Others in attendance who spoke in appreciation and wished Mr. Emory well were: Jennifer Slusser, County Staff Attorney Dr. Jerry Wallace, President, Campbell University • Vanessa W. Young, County Finance Officer Dwight W. Snow, County Attorney Mary B. Johnson, citizen Mr. Emory thanked everyone for the honors and surprises of the evening. He spoke of his years as Harnett County Manager, noting accomplishments of which he is particularly proud and praised others who helped make them happen. Mr. Emory stated that he believes public service is a calling. He paid special tribute to his wife and children as well as his parents, Jerry and Marjorie Emory, who instilled in their children the commitment and desire to serve others. Mr. Emory's brothers also work in public service, Mark Emory in administration of Transylvania Regional Hospital and Jeff Emory who serves as City Manager of Lincolnton. Mr. Emory said after a brief time off he will begin work as a Field Representative of the North Carolina Association of County Commissioners. There being no further business, Commissioner McNeill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regular meeting, October 20, 2008 adjourned at 8:10 p.m. Chairman Byrd invited everyone present to a reception immediately following the meeting.
